Cloud Program Manager (Relocation OR 100% travel to St. Louis, MO)
About the role
The Cloud Program Manager is a senior-level contributor and executive responsible for driving large-scale modernization and cloud transformation initiatives across complex enterprise ecosystems. This role is designed for an experienced professional who has led or significantly contributed to large programs and brings expertise in at least two of the following three towers: Cloud, SAP, and SOC implementations.
Responsibilities
Analyze current-state systems, document dependencies, define future-state capabilities, and enable structured migration and modernization planning.
Translate business objectives into functional and technical requirements aligned with architecture principles.
Support definition of future-state architecture, capability models, and transition roadmaps.
Validate technical designs against architecture standards, patterns, and guardrails.
Evaluate and support migration strategies using the Seven Rs (Rehost, Replatform, Refactor, Repurchase, Retire, Retain).
Document OS/platform needs, database considerations, APIs, integration points, configuration dependencies, and readiness criteria.
Contribute to wave planning, sequencing, and prioritization based on risk, dependencies, and complexity.
Maintain accurate migration inventories and readiness artifacts.
Document data flows, lineage, and cross-system data dependencies.
Identify data migration constraints and integration considerations.
Ensure alignment with target architecture patterns including API-driven, event-driven, and batch integrations.
Create well-defined user stories, acceptance criteria, and backlog items aligned with architecture and migration objectives.
Participate in Agile ceremonies (planning, refinement, standups, PI planning).
Conduct dependency and impact analysis for shifting priorities or scope changes.
Support coordinated release execution across multiple technical teams.
Serve as a senior bridge between business owners, architects, engineering teams, and value-stream leads.
Drive cross-team alignment across cloud modernization workstreams.
Facilitate workshops, requirement sessions, and complex dependency discussions.
Influence architectural and operational decisions across large program areas.
Produce dependency maps, architecture diagrams, migration plans, inventories, and structured documentation.
Maintain CMDB or equivalent system-of-record documentation.
Support architecture governance processes with clear, actionable analysis.
Requirements
11 plus years of experience
Experience driving and managing Cloud Modernizations projects within the federal space
Experience in at least one of the following towers: SAP, SOC, Azure implementations
Strong understanding of application architecture, integration patterns, and dependency mapping
Demonstrated ability to document current-state and future-state processes and system behaviors
Agile delivery experience (user stories, backlog refinement, PI planning)
Bonus Points
Hands-on experience with Azure, AWS, or GCP cloud architectures
Understanding of security & compliance frameworks (RMF, JSIG, STIGs)
Experience with Jira, Confluence, CMDB/APM tools, or architecture modeling tools
Qualifications
Must hold an Active Secret clearance
Must be a US Citizen Only (No Dual Citizenship, No Green Card Holder)
You must live local to St. Louis, MO (preferred) or willing to travel to St. Louis
