About the Role
Covenant Case Management Services is seeking a Residential Clinical Development Director to provide executive-level leadership and strategic oversight for the entire residential service line—including Supportive Living, Alternative Family Living (AFL), and Long-Term Care Support (LTCS). In this key role within the Clinical Department, you will oversee the clinical, operational, and financial health of residential services, managing a multidisciplinary team of Qualified Professionals (QPs) and facilities managers to ensure high-quality, person-centered support.
Responsibilities
- Direct and oversee all residential programs (AFL, Supportive Living, and LTCS) to ensure alignment with NC Division of Mental Health, DD, and SAS standards and state regulations.
- Formulate and execute long-term strategic initiatives to enhance service delivery, drive agency growth, and sustain Covenant’s mission.
- Serve as the final point of accountability for program-specific IPP/Individual Support Plans and IDD Waiver compliance across all residential sites.
- Provide direct supervision, mentorship, and performance management for Qualified Professionals (QPs) and the Manager of Supportive Living & Facilities.
- Foster a culture of professional accountability, ensuring teams effectively manage caseloads, charting, quarterly goal reviews, and Medical Record Review findings.
- Oversee recruitment, onboarding, and high-level training to maintain a robust residential leadership pipeline.
- Partner with executive leadership and the CPCO to manage departmental budgets, resource allocations, and facilities requirements.
- Oversee facilities management to guarantee safe, therapeutic, and fully compliant living environments.
- Analyze program metrics and clinical outcomes to identify trends, mitigate risks, and drive continuous process improvements.
- Direct the integration of the Long-Term Care Support (LTCS) framework across all residential divisions to establish a standardized culture of excellence.
- Oversee comprehensive learning plans and competency-based training, ensuring 100% compliance with required certifications (CPR/First Aid, state mandates).
- Lead the department’s response to audits, critical incidents, and quality improvement initiatives to maintain a "survey-ready" status at all times.
- Collaborate with the CQO and Supported Living Manager to meet operational standards for annual Medicare and Innovations licensure.
- Act as a senior liaison between Covenant, state regulatory bodies, community partners, and families.
- Champion systemic improvements in residential care across high-level clinical and professional forums.
- Support cross-functional operations by assisting colleagues during peak periods, supporting data ethics and privacy compliance, and driving employee engagement initiatives (DEI, onboarding, recognition).
Requirements
Education & Certification
- Bachelor’s Degree in a Human Services field required (Master’s Degree preferred).
- Must meet Qualified Professional (QP) status according to 10A NCAC 27G .0104.
- Valid NC Driver’s License with reliable transportation for regional travel.
Experience & Expertise
- 5–7+ years of professional experience in IDD services.
- 3+ years in a significant supervisory or management role leading clinical and operational teams.
- Deep operational knowledge of NC Innovations Waiver, AFL, and Supportive Living regulations.
