Clinical Counselor 4 QMHP, Adult Outpatient - Behavioral Health

Position Summary

Lincoln County Behavioral Health is seeking a Clinical Counselor 4, Qualified Mental Health Professional (QMHP) to support the Adult Outpatient Team in providing professional community behavioral health services through individual and group psychotherapy and counseling. This role involves assessing, diagnosing, and treating clients, as well as coordinating care with other agencies.

Essential Functions/Major Responsibilities

• Provide individual, family, and group counseling, including assessment, diagnosis, treatment planning, case management, and discharge planning.
• Document services provided and communicate with clients and care teams as needed.
• Assess and triage individuals in crisis, providing short-term counseling.
• Prepare documents for referrals when necessary.
• Consult with outside agencies as assigned, coordinating care with medical providers, case managers, jail personnel, community agencies, and for individuals and population health improvement.
• Perform assigned duties such as gambling services, pre-commitment investigations, court liaison, addiction services, and parent-child interaction therapy.
• Interact and convene with community partners and resources to ensure population needs are met.
• Attend and participate in team meetings, trainings, and activities to enhance community health.
• Participate in ongoing quality improvement and report data systems to guide and improve practice.
• Engage in reflective supervision to evaluate and improve practice and engage in self-care activities.

Typical Qualifications

• Education: Master’s degree specializing in counseling, psychology, or related field.
• Experience: One year working with special needs clients.
• Certifications/Licenses: Required certifications/licenses include CGAC (Certified Gambling Addiction Counseling), CADC (Certified Addictions Counselor), EASA (Early Assessment Support Alliance), and PCIT (Parent Child Interaction Therapy).
• Driver’s License: Required, with an insurable driving record and valid Oregon driver’s license within 30 days of appointment.

Desirable Qualifications

• Bilingual and/or bicultural competencies for Latino populations are preferred.
• Knowledge of social casework or clinical delivery systems, medical/psychological diagnostic assessment, psychotherapy and counseling techniques.
• Ability to solve problems, handle high physical demands, and make complex decisions regarding behavioral health treatment issues.
• Proficiency in developing therapeutic relationships with patients and their families.
• Comprehension and interpretation of relevant laws, rules, and regulations.
