About the role

This position is to fill one vacancy in the Ambulatory Care Services department of San Joaquin General Hospital and to establish an eligible list for future vacancies. Offers of employment are contingent upon passing a background check and drug screening.

Responsibilities

  • Plan, develop, implement, maintain, and review the operation and multiple services of clinics at San Joaquin General Hospital and/or affiliated offsite locations.
  • Direct and oversee clinic staffing; provide overall management of clinic activities; identify service needs and develop and implement corresponding clinical services and programs.
  • Provide direct administrative supervision to clinical and support staff; select, assign, orient, and train staff; evaluate work performance; coordinate clinical employee performance management with appropriate nursing or physician staff; recommend employee discipline, as appropriate.
  • Prepare clinic goals/objectives in collaboration with other Ambulatory Services management staff; set timelines and monitor progress toward achievement of such goals/objectives.
  • Ensure clinic operations comply with applicable State and federal regulations; ensure staff licenses are current and that staff receives appropriate training needed to perform assignments.
  • Prepare, administer, and maintain clinic budgets and fiscal data; help develop fee schedule(s) for clinic services; develop, implement, maintain, and review clinic policies, protocols, and procedures; manage clinic quality assurance programs; identify opportunities to reduce costs and enhance revenues consistent with patient care needs.
  • Review, revise, and develop clinic policies and procedures; participate in the management of provider practices including defining provider productivity standards, practice parameters, critical paths, patient relations, case management, and cost containment.
  • Develop plans for the effective utilization of clinic space, furniture, equipment, forms, and supplies.
  • Review and investigate complaints from staff, physicians, patients, and others; make recommendations for resolution and for policy changes as appropriate.
  • Ensure the integration and collaboration of assigned clinic services with other areas of San Joaquin General Hospital, other health care organizations, and the community; attend and act as a liaison for San Joaquin General Hospital at state, regional, and community conferences, meetings, and functions.
  • Compile and evaluate client and other data; prepare reports and correspondence.
  • Prepare and manage special projects.

Requirements

  • Possession of a bachelor’s degree from an accredited college or university with a major in biological sciences, health science, nursing, public health, business administration, public administration, or a closely related field.
  • Three years of progressively responsible administrative or operational experience in a hospital, public health, ambulatory, or other medical services clinic area, including one year in a supervisory capacity.
  • Possession of a valid California driver’s license.

Substitution: Possession of a master’s degree in nursing, public health, public or business administration, or a closely related field may be substituted for one year of the non-supervisory experience.

  • Effectively represent San Joaquin General Hospital with the public, community, and other government agencies.
  • Establish and maintain cooperative relationships; maintain excellent customer relations.

  • Deferred Compensation: Plan under Section 457 of the IRS code; annual contribution limit of $22,500 ($30,000 for individuals age 50 or older). Roth IRA (after-tax) also available.
  • Vacation:
    • Up to 3 years: 10 days/year
    • After 3 years: 15 days/year
    • After 10 years: 20 days/year
    • After 20 years: 23 days/year
  • Holidays: 10 or 14 days per year, depending on hire date.
  • Administrative Leave: 10 days per fiscal year; does not carry over.
  • Sick Leave: 12 days annually with unlimited accumulation. Eligible for 8 hours of administrative leave if leave balance is at least half of cumulative accrual and employee is on payroll the entire calendar year.
  • Bereavement Leave: 3 days for immediate family; 2 additional days for death of spouse, domestic partner, parent, or child.
  • Merit Salary Increase: Eligible for step increase after 52 weeks (2,080 hours) on each step of the salary range.
  • Educational Reimbursement Program: Up to $850 per fiscal year for career-related coursework; up to $1,600 per fiscal year for approved four-year college/university programs.
  • Parking: County contributes up to $20 per pay period for employees assigned to Downtown Stockton who pay for parking.
  • School Activities: Up to 40 hours per year (max 8 hours/month) to participate in children’s school activities.
