Claims and Safety Officer

Performs highly technical and administrative work in developing, implementing, and administering safety and utility claims related programs and activities. Work is frequently of a sensitive nature, requiring the exercise of tact, good judgment, and knowledge of the laws and regulations relating to safety standards. This position is exempt under the Fair Labor Standards Act and reports to the Human Resources Director.

Responsibilities

  • Develops safety related programs and procedures.
  • Ensures that safety policies, practices, and procedures are properly implemented and followed.
  • Conducts inspections of all City owned property, equipment, and safety apparatus, and reports findings to the Director.
  • Works closely with State inspectors and other safety consultants.
  • Conducts special investigations as requested.
  • Maintains a record of all determined safety liabilities and corrective actions taken.
  • Maintains records designed to monitor the increase or decrease in accident occurrences and cost.
  • Investigates all accidents and incidents, safety violations, and unsafe working conditions.
  • Investigates the incident to determine the responsible party or parties.
  • Determines the costs of repairs related to an incident by obtaining price quotes for labor and materials from internal and external sources.
  • Bills the responsible party or parties for the damages resulting from each incident and arranges meetings with the responsible parties when necessary to resolve the claim.
  • Receives payments, posts the payments to the proper accounts, forwards payments to the Finance Manager for deposit, and maintains cash controls records.
  • Compiles information from hardcopy and electronic files and prepares a variety of reports documenting such things as monthly damages, collections, and outstanding balances.
  • Recommends appropriate activities and follows up on the implementation of recommendations.
  • Takes leadership role with development and implementation of a Safety Committee for the organization.
  • Coordinates, develops, implements, and motivates employees through the presentation of safety training and orientation, informational and incentive/other programs designed to reduce the frequency of accident occurrences.
  • Maintains a log of all accidents and injuries involving Public Works personnel.
  • Prepares and delivers written reports and/or oral presentations, answers complaints, and makes recommendations.
  • Provides and purchases safety instructional materials where appropriate.
  • Attends safety and loss prevention training courses, seminars, and conferences to keep abreast of regulatory and scientific changes in the risk management field.
  • Interacts and communicates with various groups and individuals to include departmental personnel, managers, supervisors, other City Personnel, vendors, and the general public.
  • Performs other related job duties as assigned.

Requirements

  • Bachelor’s Degree from an accredited institution in Risk Management, Business Administration, or related field with four to seven years’ experience in Risk Management, Insurance, Business Continuity, and supervision; or any equivalent combination of training and experience which provides the required knowledge, skills, and abilities.
  • Must possess a valid State of Florida Driver’s license with satisfactory driving record held throughout employment.
  • Must have a working knowledge of risks associated with the daily operation of a municipality.

Skills

  • Ability to conduct work site/facility and safety/liability inspections, review operating procedures, and conduct field investigations to determine liability exposure.
  • Ability to maintain continuing contact with a variety of City staff, including department and division heads and the City Manager, as well as City Commission, consultants, insurance vendors, attorneys, and various public or private representatives.
  • Analyzes loss control data and assess trends and developments.
  • Interprets and applies laws, regulations, policies, and procedures related to the assigned area.
  • Composes correspondence and prepares clear and comprehensive reports.
  • Initiates and carries out required procedural assignments, performs difficult research and analysis, and uses independent judgment and initiative.
  • Negotiates and administers insurance contracts and resolves concerns and issues.
  • Ability to handle multiple projects simultaneously and use good judgment in prioritizing work assignments, ensuring accurate and efficient completion of assignments.
  • Ability to communicate effectively and tactfully with the public and staff.
  • Ability to apply attention to detail in reviewing and preparing necessary reports.
  • Ability to think outside the box, be creative, and innovative.
  • Ability to organize, prepare, process, and maintain the required reports, records, documents, and related information.
  • Must possess great organizational, management, and human relation skills.
  • Ability to work tactfully and effectively with Mayor and Commission, associates, and other public officials and members of the public.
