About the Office

The Office of Management and Budget serves Commissioners Court in carrying out its vision for Harris County government. Our mission is to assist the Court in safeguarding the County’s fiscal health, achieving strategic objectives, promoting transparent, accountable government, and serving the residents of Harris County. The office has four primary areas of responsibility:

  • Budget: Encouraging efficient resource allocation through development of County budgets aligned with community and elected-official priorities.
  • Finance: Raising funds for capital projects and managing the County’s investments as a trusted steward of taxpayer dollars.
  • Management: Implementing Harris County’s strategic priorities by coordinating financial resources and department activities, and communicating relevant, non-partisan budget, financial, and performance data.
  • Performance: Enhancing government effectiveness through financial and data analysis, delivering applications, dashboards, maps, and technical support to assist Commissioners Court, departments, and agencies.
  • Risk Management: Ensuring workforce safety in compliance with applicable laws and coordinating local, state, and federal resources to respond to natural and public-health disasters.

Responsibilities

  • Investigate and assist with handling simple property-damage and liability claims, including subrogation.
  • Perform work under direct to general supervision with beginning to working knowledge of subject matter.
  • Handle basic questions/issues from claimants, employees, and the public; refer complex questions to higher-level staff.
  • Provide accurate information via email, correspondence, telephone, or in person.
  • Testify in court proceedings; participate in mediations and hearings.
  • Prepare reports and presentations as required.
  • Manage and coordinate diverse tasks with strong attention to detail.
  • Coordinate activities on workers’ compensation claims with the claim contractor.
  • Assist in all areas of Human Resources and Risk Management as required.

Requirements

  • Education: High School Diploma or GED equivalent from an accredited educational institution.
  • Experience: Three years’ experience handling claims, subrogation, and bodily injury.
  • Licensure: Texas Department of Insurance Adjusters license.

Preferences

  • Three years of experience handling claims under the Texas Tort Claims Act.
  • Three years of bodily-injury claims handling experience.

Schedule

Regular full-time, Monday–Friday, 8:00 A.M.–5:00 P.M.

Harris County Human Resources & Risk Management (HRRM), 1111 Fannin St, Houston, TX 77002.

Work Environment & Physical Demands

  • Professional office environment; routine use of standard office equipment.
  • Largely sedentary role; may require sitting for long periods.
  • Ability to lift up to 10 pounds, bend, stand, and walk as necessary.
  • May require travel to offsite locations.

Employment is contingent upon passing a background check and drug screen.
