Civil Project Engineer - Package Project Manager (Owner's Representative)Job Title: Civil Project Engineer - Package Project Manager (Owner's Representative) Location: Indianapolis, IN About the Opportunity We are seeking a Civil Project Engineer to serve as Package Project Manager for key civil and architectural scope areas on a large-scale capital project in a regulated manufacturing environment. This is an oversight and coordination role. You will act as the owner's representative and primary point of accountability for your assigned packages, working alongside EPCM partners, design engineering firms, and construction contractors.Why This RoleOwn the scope, change management, and delivery of multiple packages on a major capital projectOwner's-side visibility and influence across EPCM, design, and construction teamsOffice-based oversight position rather than daily field executionExposure to complex, regulated facility environments such as pharmaceutical manufacturingKey ResponsibilitiesServe as Project Manager and primary point of contact for assigned civil and architectural packagesOversee and manage scope for packages including: Secondary steelCeilingsRoofingFlooringDrywallPaintingCold rooms (where prior experience applies)Ensure scope definition, design completeness, and constructability readiness are fully in placeReview and validate change orders, including: Assessing scope accuracyIdentifying missing or unclear elementsEvaluating gaps between design intent and executionCoordinate across EPCM partners, design engineering firms, and construction contractors to keep all parties alignedParticipate in progress and coordination meetings and drive issues to closureMaintain alignment with cost, schedule, scope, and quality expectationsProvide owner's-side oversight rather than daily field execution; site presence is welcome but not requiredRequired QualificationsBachelor's degree in Civil Engineering, Construction Management, Architecture, or a related technical discipline5-10 years of project engineering, construction management, or project management experienceExperience managing multi-million-dollar scopes, typically $10-15M+Experience working with EPCM organizations, design engineering firms, and multi-discipline construction teamsStrong understanding of scope definition, change control, and package-level deliveryExcellent coordination, communication, and organizational skillsPreferred ExperienceBackground in pharmaceutical manufacturing (preferred); other regulated industries such as medical device or chemical also consideredPrior owner's representative experienceExperience with interior and architectural finish packagesIdeal Candidate A strong communicator who leads through influence and is comfortable managing interfaces between multiple firms. You are detail-oriented on scope and change control, and you enjoy being the single point of accountability for your packages.
