Core responsibilities
- Manages Capital Improvement Program (CIP) projects
- Performs engineering design of infrastructure improvements and directs the work of engineering staff in the preparation of contract documents
- Communicates with consultants on projects goals, standards, and specifications
- Prepares plans, writes specifications, and develops cost estimates
- Captures progress of work, reviews and processes work change directives and change orders
- Certifies estimates of work completed for payment of contractor
- Collaborates with contractors and other City departments to coordinate activities
- Interprets contract documents and specifications
- Supervises technical staff in performing inspection work
- Aids in the preparation of multi-year capital improvements program
- Maintains oversight of active project sites to ensure compliance with design specifications, legal regulations, and safety protocols
- Evaluates survey reports, geological data, and topographical maps to ensure engineering activities conform to local, state, and federal environmental and building standards
- Prepares clear and factual technical reports and meets with clients, civic groups, and government officials to discuss project progress
- Demonstrates professionalism with the public, City departments, various agencies, and contractors
- Participates on City management teams to address specific problems and issues
- Maintains engineering records and files according to established systems
- Reviews plans for private development and work in the Right-of-Way (ROW)
- Oversees the City’s Stormwater Management Program and National Pollutant Discharge Elimination System (NPDES) permit in compliance with Iowa Department of Natural Resources (DNR) requirements
Qualifications
- Bachelor’s Degree in Civil Engineering
- Minimum of four (4) years’ of engineering experience in public works
- Any equivalent combination of education and experience which provides the required knowledge, skills, and abilities necessary to perform the work
- Valid Driver’s License
- Registered as a Professional Engineer through the State of Iowa
