Essential Functions/ Job Competencies/ Physical Requirements
- Designs and administers construction of public works improvement projects such as streets, drainage, public buildings, water and sewer distribution systems, recreational, bridges, airports, etc.; directs survey crews; evaluates field data; develops concept plan; coordinates construction with various agencies, including other departments and utility companies; finalizes designs; prepares cost estimates; review and analyze bids to commend award of contracts; reviews contractor invoices and approves for payment; makes periodic site visits to assess progress and make changes to plans as needed; negotiates costs with contractors; and assures that all public works projects are performed in compliance with plans and specifications.
- Downloads and processes survey data collected by the survey crew plan.
- Reviews plans, specifications, cut sheets, changes orders in design by consulting engineers for all city construction projects; checks for correct quantities, street grade design, storm drainage design, latest correct specifications utilization; communicates with consultant regarding reviews; monitors the construction of the project, reviews change orders and closes out the project when construction is completed; ensures that all projects are kept within budget and that all alternatives have been explored to determine the best design.
- Calculates bearings with distances; calculates areas for tracts of land; checks for closure on these tracts and prepares metes and bounds descriptions of land which are targeted to become land acquisitions, land annexations or land to be designated as drainage/utility easement.
- Prepares progress reports on ongoing construction projects assigned.
- Assigns and reviews work of surveyors and drafters assigned to projects.
- Manage and oversee City infrastructure projects, ensuring compliance with regulations and alignment with municipal goals.
- Lead the design and implementation of projects for parks, economic development, and environmental initiatives.
- Coordinate with City departments to ensure projects are completed on time and within budget.
Knowledge
- Modern principles and practices of civil engineering in the design and construction of public works projects using AutoCad 3D software.
- Mathematics and science required for design, computations and analysis of plans, specifications and survey data.
- Basic accounting for project cost estimates.
- The principles and methods of administration, organization, and supervision.
- The principles and methods of downloading and processing survey data collected by the survey crew.
- The latest City and TxDOT (Texas Department of Transportation) specifications and regulations.
