About the role

The Civil Engineer I or II performs professional engineering work supporting the planning, design, permitting, construction, and maintenance of a variety of municipal infrastructure projects. This role contributes to the delivery of public improvement projects that enhance the Town’s transportation, utility, stormwater, and public works systems while supporting responsible community growth and development.

Responsibilities

  • Assist with or manage municipal engineering projects from planning and design through construction and project closeout.
  • Prepare, monitor, and coordinate project schedules to ensure milestones and deadlines are achieved.
  • Review engineering plans and development proposals for compliance with Town standards, state regulations, and engineering best practices.
  • Evaluate street, utility, stormwater, erosion control, site development, and infrastructure plans submitted by developers, consultants, and contractors.
  • Participate in the preparation of engineering calculations, drawings, specifications, estimates, bid documents, and construction contracts using CADD and other engineering software.
  • Coordinate with consultants, contractors, construction inspectors, utility providers, and regulatory agencies throughout project development and construction.
  • Assist with construction administration activities, including responding to contractor inquiries, reviewing submittals, evaluating field conditions, and reviewing change orders.
  • Prepare and present technical reports, analyses, recommendations, and project updates.
  • Provide technical information and assistance to developers, contractors, citizens, and Town staff regarding engineering projects, municipal infrastructure, and development requirements.
  • Cover data collection, field investigations, research activities, and infrastructure monitoring efforts.
  • Support the review and permitting of development plans, water and wastewater extensions, and utility capacity requests.
  • Aid in tracking, reporting, and maintaining records associated with utility permitting and infrastructure projects.
  • Coordinate survey work performed by Town staff or consulting firms.
  • Develop project cost estimates, review contractor pay applications, perform final measurements, and assist with contract administration.
  • Maintain engineering project files, records, maps, easements, permits, and related documentation.
  • Conduct research related to deeds, plats, easements, rights-of-way, and property records.
  • Aid in right-of-way identification, acquisition, easement coordination, and related property transactions.
  • Review Town engineering standards and recommend revisions, additions, or updates to support changing infrastructure needs and industry best practices.
  • Support Engineering Services, Water Resources, and Public Services initiatives as assigned.
  • Attend professional meetings, conferences, and training opportunities to remain current with developments in civil engineering and municipal infrastructure management.
  • Perform other related duties as assigned.

Requirements

  • Minimum Education and Experience:
    • Civil Engineer I ($67,500.00-$96,000.00): Bachelor's degree in Civil Engineering from an accredited college or university with major coursework in municipal engineering. Entry-level professional engineering experience preferred; internship, cooperative education, or municipal engineering experience is beneficial. Engineer Intern (EI) certification preferred. An equivalent combination of education and experience may be considered.
    • Civil Engineer II ($75,656.00-$107,600.00): Bachelor's degree in Civil Engineering from an accredited college or university with major coursework in municipal engineering. Three (3) years of professional experience in civil or municipal engineering; or an equivalent combination of education and experience. Engineer Intern (EI) certification required.
  • Possession of a valid North Carolina Driver's License.
