Civil Engineer (Hydraulics).

About the Role

This position involves performing technical reviews of Hydraulic and Hydrology products and Architecture/Engineering (A/E) contractor deliverables. You will conduct independent planning, design, and evaluation of complex flood control projects, including levees, dams, channels, and water control features.

Responsibilities

• Develop advanced Hydraulic and Hydrology models to evaluate channel stability, sediment transportation, flood risk, infrastructure resiliency, and geomorphic change.
• Perform comprehensive project study plans.
• Develop detailed labor, resource, and schedule estimates.
• Provide technical leadership and mentorship to junior engineering staff.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Temporary duty (TDY) travel up to 25% of the time is required.
• This position is situational telework only, including emergency and OPM-prescribed "unscheduled telework." It is NOT a remote telework position.
• Duty station: Memphis, TN.

To qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Basic Requirement for Civil Engineer:

• Degree: Bachelor's degree (or higher) in engineering. The program must:
  • Lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR
  • Include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics:
    • statics, dynamics;
    • strength of materials (stress-strain relationships);
    • fluid mechanics, hydraulics;
    • thermodynamics;
    • electrical fields and circuits;
    • nature and properties of materials (relating particle and aggregate structure to properties); and
    • any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
• Combination of Education and Experience: College-level education, training, and/or technical experience that furnished:
  • A thorough knowledge of the physical and mathematical sciences underlying engineering, and
  • A good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.
  The adequacy of such background must be demonstrated by one of the following:
  • Professional registration or licensure (e.g., current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE)).
  • Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration.
  • Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences, including the courses specified above.
  • Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field (e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology), provided the applicant has at least 1 year of professional engineering experience acquired under professional engineering supervision.

Additional Qualifications:

• GS-11:
  • Specialized Experience: One year of specialized experience, including assisting in the design of hydrologic and hydraulic features using established criteria or specifications in mathematical, physical, and engineering sciences; and helping senior-level engineers prepare technical engineering studies, project design documents, and submittals. This experience is typical of work performed at the GS-09 level.
  • Education: Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree in a relevant field (e.g., Civil Engineering).
  • Combination of Education and Experience: A combination of education and experience may be used to qualify if the computed percentage of the requirements is at least 100%.
• GS-12:
  • Specialized Experience: One year of specialized experience, including designing hydrologic and hydraulic features using established criteria or specifications in mathematical, physical, and engineering sciences; and preparing technical engineering studies, project design documents, and submittals. This experience is typical of work performed at the GS-11 level. No substitution of education for experience is permitted at this level.

Foreign Education:

If using education completed in foreign colleges or universities to meet qualification requirements, you must show that the education credentials have been evaluated by a private organization specializing in the interpretation of foreign education programs and deemed equivalent to a U.S. accredited program, or that full credit has been given for the courses at a U.S. accredited college or university.
