The Pennsylvania Public Utility Commission (PUC) is seeking a motivated and detail-oriented individual to join the Bureau of Investigation and Enforcement's Pipeline Safety Division as a Civil Engineer General (CEG). About the Role

As a Civil Engineer General, you will work collaboratively under the guidance of senior engineering staff and supervisors. Your responsibilities will include reviewing, reporting, and inspecting operational compliance related to plans, procedures, and engineering operations of public utilities and pipeline operators. This role is essential to public safety and regulatory excellence.

This position requires residency within one of the following Southeastern Pennsylvania counties, or relocation within six months of employment: Bucks, Delaware, Chester, Philadelphia, or Montgomery Counties.

Responsibilities

  • Conduct basic inspections and investigations to verify compliance with pipeline safety regulations.
  • Assist with investigations of reportable and non-reportable incidents and coordinate with outside agencies.
  • Support enforcement of Public Utility Commission laws and federal safety rules for pipeline operators.
  • Review plans, procedures, and engineering operations to assess compliance with required standards.
  • Prepare inspection reports, investigative findings, and summaries for legal or administrative use.
  • Maintain assigned vehicle, safety clothing, and complete required federal training programs.

Requirements

  • Successful completion of the Civil Engineer Trainee training program (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Five years of civil engineering experience in the appropriate specialty, and an Engineer-in-Training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors, and Geologists; or
  • Four years of civil engineering experience in the appropriate specialty, an Engineer-in-Training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors, and Geologists, and an associate’s degree in civil engineering technology or a closely related engineering discipline; or
  • One year of civil engineering experience in the appropriate specialty, and a bachelor’s degree in civil engineering or a closely related engineering discipline.
  • Possession of a valid Class C Driver's License.
  • Enrollment and completion of designated Pipeline and Hazardous Materials Safety Administration (PHMSA) Training and Qualifications (T&Q) courses in Oklahoma City, OK will be required upon hire.
  • Ability to perform essential job functions.

Schedule

  • Full-time employment, Monday through Friday, 8:00 AM to 4:30 PM, with a 60-minute lunch break.
  • Moderate travel (including overnight) is required. A state vehicle and all personal protective equipment (PPE) will be provided.
  • No telework option is available for this position.
