About the role

Perform in-house designs for reconnaissance studies, feasibility reports, designs, design analysis, construction plans and specifications, and technical provisions for general civil engineering features of district programs.

Prepare scopes of work, technical appendices, and government estimates for design fees and develop design criteria for Architect-Engineering (A-E) contracts.

Act as Contracting Officer's Representative (COR) and manage contract administration, ensuring compliance with schedules and resolving technical issues.

Represent the District in meetings with local, state, federal, and private interests regarding project schedules, objectives, and requirements.

Inspect and monitor ongoing construction projects to ensure conformance with engineering design intent and resolve design-related field problems.

Requirements

Conditions of employment include a valid state driver’s license, professional engineer (PE) license, and successful completion of COR certification.

Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

Qualifications

To qualify, you must meet the basic requirement of a bachelor's degree in engineering or a related field, with coursework in engineering sciences and techniques.

You must also meet specialized experience requirements which include performing civil engineering design and analysis, developing project documentation, and monitoring construction projects.

Education must be from an accredited institution and evaluated by a private organization or full credit must be given for courses at a U.S. accredited college or university.

Specialized experience must include performing civil engineering design and analysis for various projects, developing project documentation like scopes of work, design criteria, or cost estimates for engineering contracts, and monitoring construction projects to ensure compliance with design requirements.

Time in grade requirement: Applicants must have 52 weeks of federal service at the next lower grade or equivalent (GS-11).

Foreign education must be evaluated by a private organization that specializes in interpretation of foreign education programs and deemed equivalent to that gained in an accredited U.S. education program.
