About the role
Serves as a senior civil engineer responsible for multiple ongoing interdependent projects as well as complex independent programs. Provides expert engineer advisory service to the Commander, Garrison Manager, and serviced organizations.
Responsibilities
- Briefs Senior Staff on complex engineering decisions, guides and advises on courses-of-actions and corresponding mission impacts and on the status of program execution.
- Oversees, mentors, and provides technical assistance to other civil engineers/engineering technicians and civilian personnel of diverse specialty disciplines in solving difficult technical problems to ensure quality output and products.
- Inspects and monitors contractor performance to ensure technical proficiency and compliance with the technical terms of the contract(s).
- Conducts contractor and project surveillance to include audits of on-going work, compliance with contract documentation including drawings and specifications, and verifies life, health, and safety conformity.
- Utilizes engineering principles and practices to analyze and design complex facilities and to resolve multifaceted and diverse problems.
- Develops the Scopes of Work and Independent Government Cost Estimates to satisfy the customer’s needs.
- Attends conferences and serves as an expert in the field of civil engineering design and construction and contracting methods and facility support requirements.
Requirements
- Ability to obtain and maintain a Secret security clearance; a background investigation and credit check are required.
- Temporary Duty (TDY) or business travel requirement of 10% of the time.
- Appointment subject to a one-year probationary period unless previously met requirements in 5 CFR Part 11.
- Pre-employment and annual financial disclosure required (OGE Form 450).
- Valid state Driver’s License in one of the 50 U.S. states or possessions to operate vehicles.
- Position designated as "Mission Essential."
- Requirement to lift up to 50 lbs.
- U.S. Citizenship required.
Qualifications
To qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social).
Basic Requirement
- Degree: Bachelor's degree (or higher) in engineering. The program must:
- Lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or
- Include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas:
- statics, dynamics;
- strength of materials (stress-strain relationships);
- fluid mechanics, hydraulics;
- thermodynamics;
- electrical fields and circuits;
- nature and properties of materials (relating particle and aggregate structure to properties); and
- any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
- Combination of Education and Experience: College-level education, training, and/or technical experience that furnished:
- A thorough knowledge of the physical and mathematical sciences underlying engineering, and
- A good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.
- Professional registration or licensure (e.g., Engineer Intern (EI), Engineer in Training (EIT), or Professional Engineer (PE)).
- Written test (e.g., Fundamentals of Engineering (FE) examination).
- Specified academic courses (at least 60 semester hours in the physical, mathematical, and engineering sciences).
- Related curriculum (e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology) with at least 1 year of professional engineering experience.
Specialized Experience
One year of specialized experience which includes:
- Independently managing the life cycle of complex civil engineering projects concerning the design and review of technical engineering plans and specifications.
- Performing contract administration for quality assurance as a technical representative.
- Providing professional engineering advice to senior stakeholders to resolve design and construction issues.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). No substitution of education for experience is permitted for this position.

If using education completed in foreign colleges or universities, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and deemed equivalent to a U.S. accredited program.
