About the role
Blue Line Solutions is a mission-driven public safety technology company founded by law enforcement professionals to make communities safer through innovative traffic enforcement and intelligence solutions. The Civil Engineer position supports the design, permitting, and implementation of automated traffic enforcement systems, license plate reader technology, and other public safety infrastructure.
Essential Functions
- Engineering & Design
- Develop engineering site plans and permitting packages for automated traffic enforcement systems and public safety infrastructure.
- Prepare engineering drawings, layouts, specifications, and supporting documentation using AutoCAD or similar engineering software.
- Design equipment layouts while considering roadway geometry, utilities, visibility, and public safety.
- Review project plans for constructability, compliance, and engineering accuracy.
- Traffic Engineering & Analysis
- Conduct traffic engineering investigations, roadway safety evaluations, school zone assessments, speed studies, and traffic data analysis.
- Analyze traffic conditions and provide engineering recommendations that improve roadway safety and operational efficiency.
- Apply engineering principles using MUTCD guidelines, state regulations, and accepted engineering practices.
- Auxiliary traffic control planning and engineering documentation.
- Field Investigations
- Perform site visits to gather field measurements, evaluate roadway conditions, verify utility availability, and determine optimal equipment placement.
- Coordinate field investigations with municipalities, utility providers, contractors, and project managers.
- Evaluate electrical power availability, solar opportunities, and installation feasibility.
- Permitting & Agency Coordination
- Prepare and submit engineering documents for permitting and agency approval.
- Cookorate with local municipalities, Departments of Transportation, utility providers, and other regulatory agencies.
- Support project managers throughout permitting and construction activities.
- Project Collaboration
- Participate in project meetings with customers, agency partners, contractors, and internal teams.
- Provide engineering support during project planning, implementation, and closeout.
- Auxiliary process improvements and engineering best practices.
Education & Experience
- Required:
- Bachelor's Degree in Civil Engineering, Transportation Engineering, or a related engineering discipline.
- Minimum of 3–7 years of experience in civil engineering, transportation engineering, roadway design, traffic engineering, municipal engineering, permitting, or related engineering disciplines.
- Experience developing engineering plans, site layouts, and permitting documentation.
- Working knowledge of AutoCAD or similar engineering software.
- Strong understanding of engineering principles and project documentation.
- Preferred:
- Professional Engineer (PE) license preferred.
- Candidates eligible to obtain Tennessee licensure will also be considered.
- Professional Traffic Operations Engineer (PTOE) certification is a plus.
- Experience with transportation infrastructure, roadway safety, municipal projects, or public works.
- Experience working with municipalities, Departments of Transportation, consulting engineering firms, or public agencies.
- Experience conducting traffic studies, speed studies, safety assessments, or roadway evaluations.
- Existing engineering licensure in multiple states is a plus.

Reporting Relationships
This position reports directly to the Vice President of Field Operations and works closely with Project Managers, Construction, Engineering, Service Operations, and agency partners throughout the lifecycle of each project.
Work Environment
- This position is primarily performed in an office environment with frequent travel to project sites.
- Travel of up to 50% may be required depending on project schedules and customer needs.
Physical Requirements
- The employee must be able to: Sit, stand, and walk for extended periods.
- Travel to customer and project locations.
- Work outdoors in varying weather conditions during field evaluations.
- Occasionally lift up to 30 pounds.
- Operate a vehicle for business travel.
