Responsibilities

  • Serve as on-site technical expert for civil engineering aspects of construction, maintenance, and repair programs at Watervliet Arsenal (WVA).
  • Prepare civil, structural, and architectural designs, drawings, and specifications for construction, alteration, renovation, addition, and rehabilitation of complex projects, including:
    • Office buildings, laboratories, manufacturing and production facilities, warehouses, and historic family housing.
    • Roads, sidewalks, ramps, stairs, and other surfaced areas.
  • Perform engineering work on large and complex Civil Works projects with no precedent, addressing conflicting issues between economic feasibility and management objectives.
  • Define, plan, and organize resources to meet project objectives and develop applicable design criteria.
  • Design complete projects, including structural installations and support systems.
  • Develop and review designs, plans, specifications, and analyses for technical adequacy, compliance with Government standards, and conformance with best engineering practices.
  • Develop detailed design criteria for new construction, modifications, alterations, renovations, or repairs to infrastructure, machine foundations, and specialized equipment support systems.
  • Prepare plans and specifications for in-house and contract projects, including preliminary plans for building layouts, electrical systems, HVAC, and other utilities.
  • Accumulate technical engineering data and write specifications for facilities supporting machinery and equipment.
  • Review submittals and design studies for compliance with specifications and approved design criteria.
  • Conduct field inspections to ensure technical compliance and alignment with project requirements; resolve complex issues and non-compliance.
  • Use personal computer equipment and established software systems to generate or edit specifications and perform engineering computations.
  • Prepare project cost estimates, evaluate change orders, modifications, supplemental agreements, findings-of-fact, and Independent Government Estimates.
  • Collaborate with mechanical, electrical, and other engineers, technicians, and personnel to provide advice, guidance, and recommendations in civil engineering.
  • Evaluate, advise on, oversee, and direct contracted work to ensure quality and compliance with plans, designs, and specifications.
  • Conduct studies and develop plans, specifications, and construction requirements, including schedules, costs, labor, and materials.
  • Determine adequacy and validity of contractor data and compliance with safety requirements.
  • Track project progress and contractual change orders using reporting mechanisms.
  • Negotiate costs of minor changes with contract representatives.
  • Anticipate, evaluate, and resolve problems affecting quality, scheduling, budgeting, or project progress.
  • Perform on-site inspections to identify and resolve technical issues, ensuring compliance with project requirements.

Requirements

  • Bachelor’s degree (or higher) in Civil Engineering from an ABET-accredited program.
  • Broad professional knowledge of and skill in applying engineering theories, concepts, principles, standards, and methods in construction and civil engineering.
  • Experience with structural engineering (concrete) and construction standards, methods, practices, materials, and equipment.
  • Ability to originate, assess, and advise on construction designs, engineering drawings, hydraulic designs, and soil/foundation mechanics.

  • Typical office environment with no unusual hazards.
  • Occasional lifting up to 20 pounds.
  • Occasional work at elevated heights on platforms.
  • Constant sitting while using a computer terminal.
  • Constant use of sight abilities for reviewing documents and speech/hearing for communication.
  • Constant mental alertness, planning/organizing skills, and ability to work under deadlines.

Pay

The starting salary for this position is $103,623.00 annually. Factors affecting starting pay may include skills, education, experience, and other qualifications.
