Civil Engineer 1 Temporary Hire

Why it's a great opportunity: In this intensive temporary position with the Water Quality Division, you will conduct engineering calculations and modeling of regional pond capacity and assist in the development of regional pond policy. You will also help create a user-friendly technical guide for our 1,300-page Stormwater Management and Site Development Manual. Your work will translate complex engineering requirements into practical guidance documents, modeling resources, and step-by-step tools for homeowners, contractors, engineers, and others—streamlining stormwater permitting processes for future developments in Pierce County.

Responsibilities

• Perform layout, drafting, and design work on routine civil engineering projects using computer programs.
• Design or review infrastructure such as roads, bridges, structures, traffic control devices, flood control structures, aviation and maintenance facilities, stormwater collection and disposal systems, wastewater collection/treatment/disposal systems, and water treatment/distribution systems.
• Review proposed development projects for compliance with county ordinances, state and federal statutes, adopted standards, and county policy; meet with project applicants to resolve questions and compliance issues.
• Prepare information to support public meetings, hearings, boards, commissions, or elected officials.
• Inspect and evaluate assets for compliance with established inspection programs; prepare reports and verify pay quantities for contracted services.
• Design and/or prepare contract plans for capital improvement projects; prepare and review comprehensive engineering plans, reports, studies, and related documents.
• Maintain regular, predictable, and punctual attendance during scheduled work hours at the assigned worksite.

Requirements

• Registration as an Engineer-in-Training or a bachelor’s degree from an ABET-accredited program in civil engineering or a closely related field (may substitute for experience on a year-for-year basis).
• Four years of progressively responsible, broad-based civil engineering experience.
• Proficiency in hydrologic modeling, including the Western Washington Hydrology Model.
• Ability to translate complex engineering and regulatory requirements into clear, practical guidance for diverse audiences.
• Strong problem-solving skills and the ability to communicate technical concepts in plain language.
• Self-motivated, goal-focused, and collaborative with a growth mindset; enjoys developing tools and processes to improve programs.
• Valid driver’s license.
• Background check required as a condition of employment.
