This recruitment will establish an employment list to fill current and future vacancies within the Sheriff’s Department. The list is anticipated to remain active for six months. The current vacancy is located in Visalia.

Schedule

Monday - Friday: 8:00 AM - 5:00 PM. No weekends.

Responsibilities

  • Accept civil case documents and forms from the public and courts; review for completeness and compliance with established procedures, policies, and laws.
  • Establish and prepare departmental case records for the service of civil subpoenas, civil process, garnishments, levies, and related documents.
  • Respond to inquiries regarding the filing of civil documents and subpoenas.
  • Maintain a variety of garnishment and bank levy records, including:
    • Establishing garnishment cases
    • Proof of service
    • Posting payments
    • Determining balance owed and payoffs
    • Requesting disbursements
    • Preparing notices
    • Responding to questions from garnishees, plaintiffs, and attorneys

Requirements

Minimum Qualifications

  • Education: Equivalent to completion of the twelfth grade.
  • Experience: One year of responsible clerical experience in an office that processes confidential/highly sensitive information and three months of general clerical bookkeeping.

Knowledge

  • Double- and single-entry bookkeeping methods
  • Procedures to receive and disburse funds
  • United States monetary system
  • Numerical and alphabetical filing systems
  • Intermediate math including fractions, decimals, and percentages
  • Microsoft Office and standard office equipment (e.g., fax, telephone)

Skills/Abilities

  • Work and communicate effectively with people of various education and socioeconomic backgrounds by respecting beliefs, interpersonal styles, and behaviors of both clients and co-workers
  • Operate contemporary office equipment, including computers, keyboards, and applicable electronic equipment
  • Use Microsoft Office and Microsoft Word; ability to learn new software
  • Perform bookkeeping work, including reconciling reports, adjusting and closing entries, proofreading, and interpreting legal documents
  • Perform a variety of clerical activities involving filing, typing, data entry, reception, and assisting the public
  • Provide general clerical skills such as answering phones, sending and retrieving faxes, filing documents alphabetically and numerically, and delivering a high level of customer service
  • Read and interpret legal documents
  • Reconcile work daily

Desirable Qualifications

  • Knowledge of legal forms and terminology, especially civil forms such as subpoenas, civil process, garnishments, levies, and related documents
  • Familiarity with policies and procedures for receiving and filing legal documents in compliance with local, state, and federal regulations

Additional Information

  • Candidates selected may be required to pass a pre-employment drug and alcohol screening.
  • A background investigation may be conducted and may include a re-investigation every 10 years for some positions.

Benefits

  • Annual Benefit Amount: Provided and may be applied toward health insurance premiums (medical, dental, vision, and life). This benefit is pro-rated and paid on a pay-period basis (24 pay periods).
  • Health Insurance: Choice of PPO and HMO medical plans, including dental and vision coverage. Dependent coverage available. Providers include Anthem Blue Cross, Kaiser Permanente, Delta Dental, and Vision Services Plan (VSP).
  • Retirement: Defined benefit plan administered under the 1937 Act County Employees Retirement Act, integrated with Social Security. Provides ordinary retirement, disability, and death benefits. Contributions are made by both the County and the employee. Reciprocity with the State of California, contracting PERS agencies, and all County 1937 Act Retirement Systems.
  • Paid Holiday Leave: 12 set days plus 1 personal holiday.
  • Vacation Accrual:
    • 2 weeks per year (0-3 years of service)
    • 3 weeks per year (3-7 years of service)
    • 4 weeks per year (7-11 years of service)
    • 5 weeks per year (11+ years of service)
    • Limit of 300 hours
  • Sick Leave Accrual: 12 days per year with unlimited accumulation; 60 hours may be used toward family sick leave.
  • Career Incentive Pay: Employees with five or more years of service may earn additional pay:
    • 5 years: 3% increase
    • 10 years: 2% increase (total 5%)
    • 15 years: 3% increase (total 8%)
    • 20 years: 2% increase (total 10%)
  • Group Term Life Insurance and AD&D: $10,000 provided by Standard Insurance Company.
  • Disability Insurance: Covered by State Disability Insurance; premium paid by the employee.
  • Deferred Compensation: Voluntary deferred compensation plan available.
