We need to output HTML fragment with headings

for sections: About the role, Responsibilities, Requirements, Qualifications, Skills, Benefits, Pay, Schedule. Only include sections where there is real specific content. Must not repeat job title. Must not include Job ID etc. Must preserve all substantive info. Remove boilerplate like EEO, accommodations, application instructions, etc. Also remove duplicated lines. Must not create sections with filler like "commensurate with experience" etc. For Pay and Schedule, only include if posting actually states them. The posting says: "Salary: Commensurate experience, based on 26 pay periods." That's vague but it's a statement. However the instruction says: never emit a heading followed by filler/placeholder text (e.g. "commensurate with experience", "not specified", "N/A", "varies", "TBD") and never create Pay/Schedule/Benefits sections unless the posting actually states them. The posting does state Salary: Commensurate experience, based on 26 pay periods. That's still vague but it's a statement. However "commensurate experience" is considered filler? The instruction says never emit a heading followed by filler/placeholder text (e.g. "commensurate with experience", ...). So we should NOT create a Pay section because it's just "commensurate experience". So we omit Pay. Schedule: "Position Type, and Typical Hours of Work: Full-Time | Regular | 40 hours per week. Subject to early mornings, late evenings, weekends, and holidays at times, depending upon the project or workload." That's specific enough. So we can include Schedule section. Benefits: There's a "FEATURED BENEFITS:" list with many items. So include Benefits. About the role: Position Overview paragraph. So include About the role. Responsibilities: Job Duties paragraph. So include Responsibilities. Requirements: There's a Requirements section with education, experience, etc. So include Requirements. Qualifications: There's a "Knowledge, Skills & Abilities (KSAs)" section after Requirements. Also there is a Preferences section with Education N/A, Experience: 10+ years..., etc. The instructions: Use headings for Qualifications, Skills, Benefits, Pay, Schedule. We have KSAs which could be Skills. Also there is a Preferences section that could be Qualifications? Actually Qualifications often includes education/experience etc. But we already have Requirements covering education/experience. The Preferences could be considered Qualifications (preferred). But we should not create thin sections. We have Preferences with specific content: Education N/A (skip), Experience: 10+ years of work experience in civil drafting using Civil3D, Background knowledge of the civil discipline, Knowledge, Skills & Abilities (KSAs): Use of CECOP, Google Earth, and geolocation application. Experience with Photoshop, Microsoft PowerPoint, and other similar software packages. That's substantive. Could be placed under Qualifications (preferred qualifications) or Skills. Since we already have Skills heading for KSAs, we could merge. But we need to avoid duplication. The instructions: Use

for section headings (e.g. About the role, Responsibilities, Requirements, Qualifications, Skills, Benefits, Pay, Skills). So we can have Qualifications for preferred qualifications, Skills for KSAs. However we already have KSAs under Requirements? Actually after Requirements there is "Knowledge, Skills & Abilities (KSAs)" then later Preferences also has "Knowledge, Skills & Abilities (KSAs)". So there are two KSAs sections: one under Requirements (mandatory) and one under Preferences (preferred). We need to preserve all substantive info. We could combine them under Skills, but we need to differentiate? Not required. We'll just put all KSAs under Skills. Requirements: include education, experience, proficiency, etc. Qualifications: maybe we can include the Preferences section (Experience 10+ years, background knowledge, etc.) as Qualifications. But we must not create a section with filler like "Education N/A". We can omit that line. So Qualifications heading with list: Experience: 10+ years of work experience in civil drafting using Civil3D; Background knowledge of the civil discipline; Use of CECOP, Google Earth, and geolocation application; Experience with Photoshop, Microsoft PowerPoint, and other similar software packages. But note that some of those are also KSAs; but okay. Now Benefits: list items. Schedule: include the paragraph. Now we must not include boilerplate: EEO, accommodations, application instructions, etc. Also remove duplicated lines. Also remove "NOTE: Qualifying education, experience, knowledge and skills must be documented on your job application..." etc. Also remove "Emergency Deployment & Continuity of Operations Requirement" maybe? That's substantive? It's about emergency deployment. Should we keep? It's part of job description. It's not boilerplate. It's specific. Should we include? There's no heading for that; we could include under Responsibilities or a separate section? Not in allowed headings. Could incorporate into Responsibilities as a duty. But the instruction: Use headings only for those listed. We can embed that paragraph under Responsibilities as part of duties. However we must preserve all substantive info. We could add a

under Responsibilities that includes that emergency deployment info. That's okay. Also "Interview/Assessment: This position will have an assessment as part of the interview process.Must attend in office interview and take a 1-hour Civil 3D CAD test on interview day for evaluation" is substantive; could be under Responsibilities or maybe under Requirements? It's part of selection process. Could be under Responsibilities? Might be better to include under Responsibilities as a note. Or we could create a separate section? Not allowed. We'll put under Responsibilities. Also "General Information Position Type, and Typical Hours of Work: Full-Time | Regular | 40 hours per week..." we already used for Schedule. Also "Physical Demands and Environmental Exposure: ..." is substantive; could be under Responsibilities or maybe a separate section? Not allowed. We'll put under Responsibilities. Also "FEATURED BENEFITS:" list we will put under Benefits. Also "Harris County is a Qualified Employer for the Public Service Loan Forgiveness Program (PSLF)." That's a benefit; include under Benefits. Also "Employment is contingent upon passing a background check and drug screen." That's a condition; could be under Responsibilities or maybe under Requirements? It's a condition of employment. Could be under Responsibilities as a note. We'll include under Responsibilities. Also "Due to a high volume of applications positions may close prior to the advertised closing date or at the discretion of the Hiring Department." That's boilerplate-ish; maybe remove as it's application instruction. Remove. Now we need to output only HTML fragment, no markdown. We'll structure:
