About the Role

Manage, plan, and coordinate complex construction projects and activities within the Capital Improvement Program (CIP), including budgeting, scheduling, and developing policy recommendations. Coordinate activities with other divisions, outside agencies, and the public while providing highly responsible staff assistance to assigned supervisory or management staff.

Responsibilities

  • Assume full management responsibility for the design, planning, and construction of capital improvement projects; ensure compliance with codes, laws, ordinances, and regulations.
  • Assign and review work activities of staff responsible for professional and technical renovations and new development projects, including ADA compliance.
  • Coordinate, plan, and implement assigned projects within the City of Albuquerque, applying design and construction principles to resolve issues during design, scheduling, budgeting, and construction phases.
  • Provide complex support on facilities projects and coordinate activities with other City divisions, agencies, and external organizations.
  • Manage professional and technical projects, including construction management, inspection, and administrative services.
  • Plan, coordinate, assign, and review staff work activities for professional and technical renovations.
  • Develop and implement goals, objectives, and policies; recommend and administer policies and procedures.
  • Develop, monitor, and review long- and short-term projects; participate in contract negotiations and consultant selection; monitor consultant contracts.
  • Monitor and evaluate service delivery efficiency; recommend adjustments to services and staffing levels.
  • Analyze problems, identify solutions, and anticipate consequences of proposed actions for Department of Municipal Development projects.
  • Serve as primary liaison with other City departments, divisions, and outside agencies; negotiate and resolve sensitive issues.
  • Select, train, motivate, and evaluate personnel; coordinate staff training; address employee deficiencies; implement discipline and termination procedures.
  • Participate in budget development and administration; forecast funding needs; monitor and approve expenditures; recommend adjustments.
  • Provide staff assistance to the Department Director, Deputy Director, and CIP Official.
  • Attend professional meetings; stay updated on trends and innovations in project management and construction.
  • Serve on committees; prepare and present staff reports and correspondence.
  • Respond to and resolve citizen inquiries and complaints.
  • Perform related duties as required.

Requirements

  • Bachelor’s degree from an accredited college or university in public administration, business administration, construction management, engineering, architecture, or project management.
  • Seven (7) years of managerial project management experience, including four (4) years of supervisory experience.
  • Possession of a valid New Mexico Driver’s License or ability to obtain by date of hire.
  • Possession of a City Operator’s Permit (COP) within six (6) months from date of hire.

Working Conditions

Environmental: Office environment with exposure to computer screens; occasional travel to field sites; occasional exposure to inclement weather.

Physical: Ability to sit for prolonged periods and operate motorized vehicles.
