Chief Technology Officer
About the role
The Indiana Office of Technology (IOT) is seeking a Chief Technology Officer (CTO) to lead the State's technology strategy and innovation. Reporting to the IOT Chief Information Officer, the CTO will shape and advance the State's technical vision, guide long-term innovation, and ensure technology initiatives align with statewide strategic goals.
Responsibilities
- Define the technology strategy, vision, and roadmap for IOT in alignment with the State's digital business strategy and constituent citizen services.
- Identify emerging technologies that enhance the State's digital business strategy and constituent citizen services.
- Lead technology innovation to explore how emerging technologies can transform the State.
- Leverage trendspotting to anticipate technological and non-technological developments, enabling proactive preparation and navigation of change and disruption.
- Make the business case for which technologies to invest in and procure.
- Evolve the architecture to support the introduction of new technologies to enable the digital business strategy.
- Work in a consultative manner with other IOT groups and state agencies as an advisor on technologies that can improve their efficiency and effectiveness.
- Oversee research and development (R&D) initiatives.
- Monitor technology and social trends that could impact the State of Indiana.
- Collaborate with peer IOT CXO's on strategic decisions and technology governance.
- Establish, communicate, and uphold IOT's and the State's technology strategy across all State agencies, ensuring consistent adherence to technology standards and compliance regulations statewide.
- Manage vendor relations.
Essential Duties
- Define the technology strategy, vision, and roadmap for IOT in conjunction and alignment with the overall State and State agency's digital business strategy and constituent citizen services.
- Identify emerging technologies that advance constituent services and transform the business model.
- Anticipate technological and non-technological developments to proactively navigate disruption.
- Ensure architecture adapts to support long-term statewide strategy.
- Work with State CIO and CXO peers on statewide decisions and governance.
- Develop technology standards and regulations that provide inherent value to State agencies.
- Enforce those statewide technology standards and regulations when necessary.
- Explore how emerging technologies can transform the State.
- Direct applied research to advance IT capabilities.
- Design future-oriented architectures that support new technologies.
Qualifications
- Extensive experience leading day-to-day operations on an IT enterprise solution, with preference for experience with overall IT operations leadership in an organization at any scale.
- Strong experience in analyzing IT solutions and making potentially difficult choices on IT product offerings, demonstrating knowledge of IT enterprise effectiveness, information security compliance, and budget/cost effectiveness.
- Strong experience engaging with executive/corporate-level audiences on their IT needs, with emphasis on translating business needs into technical delivery, eliciting and understanding needs and concerns, and informing non-technical customers about delivery options that balance individual-agency needs with enterprise constraints.
- Strong experience working closely with and collaborating with IT leadership at the highest levels of an agency, enterprise, business, or organization.
- Strong experience in the personnel management of other senior managers and/or subject matter experts in information technology, information security, or related fields.
- Strong knowledge of, and documented experience with, exceptional delivery of IT products and services to a wide range of users of varying business needs, with an emphasis on (but not restricted to) successful delivery in one or more levels of government.
- Ability to delegate work, set clear direction, and manage workflow.
- Ability to effectively give feedback, provide guidance or corrective action, coach, and develop employee skillsets.
- Extensive experience with understanding, developing, refining, and eliminating key performance indicators and quality service measures relevant to information technology, information security, and/or information and data management at an enterprise level.
- Exceptional ability to handle multiple high-visibility, high-priority initiatives effectively, independently, and under competing constraints.
- Exceptional ability to manage and address organizational or mission changes that impact service delivery, potentially on short notice and/or with limited information (including, but not limited to, outages), as well as the management of senior and staff officers tasked with identifying, remediating, and communicating the change.
- Strong experience managing large, complex budgets for multiple product catalog service offerings.
- Ability to perform essential functions with or without reasonable accommodation.

Pay
The salary for this position is up to $180,000.00 commensurate with education and work experience. Use our Compensation Calculator to view the total compensation package.
Schedule
This position is exempt from overtime compensation for additional work hours that may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.
