About the role
The Chief Strategy Officer (CSO) will act as the steward of the concession’s Strategic Plan and local/global special initiatives, providing support to the CEO to ensure timely execution. The CSO will serve as a key internal adviser, using strategic thinking and problem-solving skills to develop, monitor, and execute the Company’s Strategic Plan to advance its mission, objectives, operational excellence, profitability, and growth.
Responsibilities
- Assist the CEO in overseeing operations to ensure corporate governance, efficiency, quality, effective customer service, and cost-effective management.
- Advise the CEO in defining, implementing, and reviewing the Company’s Strategic Plan.
- Analyze risks and complex issues to provide strategic guidance and efficient solutions.
- Evaluate operational reports, financial metrics, and budgets to track progress toward strategic and financial objectives.
- Prepare executive presentations and materials for board meetings, investor conferences, and employee town halls.
- Present performance progress to stakeholders (e.g., shareholders, partners, clients, leadership) and participate in quarterly Board of Directors meetings.
- Build relationships with key stakeholders to identify new market opportunities, such as projects, joint ventures, M&A targets, and strategic partnerships.
- Participate in the analysis, negotiation, and execution of large capital investment projects related to extensions and connectivity improvements.
- Analyze and implement capital structure optimizations.
- Contribute to the appointment of executive management positions and evaluate performance for maximum efficiency.
- Foster a culture of innovation and technology to optimize processes.
- Assist the CEO with people, culture, and change management initiatives.
- Promote the organization locally and nationally to reinforce community relationships.
- Report progress on the Strategic Plan to key stakeholders, including the Concession Board, clients, concession leadership, Cintra, and Ferrovial leadership.
- Perform additional job-related duties as needed.
Qualifications
Education & Experience:
- Bachelor’s Degree required; Master’s Degree strongly preferred in Finance, Engineering, Business Management, Sustainable Urban Planning, or related fields.
- 15–20+ years of experience in a managerial role, preferably with supervision of roadway contracts, design & construction, and operational oversight of large infrastructure projects.
- Considerable experience in concession operations and/or acquisition/management of infrastructure projects.
- Experience in strategic planning, execution, project management, and change management.

- Strong interpersonal and communication skills.

- Proficient in English.
Computer Skills:
- Demonstrated proficiency in Microsoft Excel, Word, PowerPoint, and other PC-based programs.
Work Environment & Physical Demands
- The work environment is typically quiet.
- Local travel within Virginia is required, with occasional regional and international trips.
- Must occasionally lift and/or move up to 10 pounds.
- Specific vision abilities required include adjusting focus for computer use.
- Regularly required to talk or hear; frequently required to stand, walk, and sit.
Pay
$179,500 – $247,600 per year. The salary range represents the full pay band for this position. Actual compensation will be determined based on experience, skills, certifications, and qualifications at the time of hire. In limited circumstances, compensation above the posted range may be considered for exceptionally qualified candidates.
