The Ohio Department of Behavioral Health (DBH) is transitioning its name to the Ohio Department of Behavioral Health effective October 1, 2025. This change underscores our commitment to providing comprehensive, person-centered care for Ohioans.
Responsibilities
- Plan, direct, and coordinate all operational, maintenance, and environmental services functions/programs.
- Develop organizational goals and objectives for departments supervised to ensure compliance with Joint Commission (JC), Ohio DBH, and other accrediting agencies.
- Act as liaison with Ohio DBH Capital Office regarding COBH capital projects, work with hospital staff, contractors, and central office in planning, implementing, and reviewing of capital projects.
- Formulate and implement fiscal plans and procedures to maximize resource utilization, develop, implement, and monitor system of internal audit controls.
- Assist with developing and monitoring hospital department budgets and providing monthly department/unit utilization reports.
- Aid in formulating and projecting COBH’s budget for Central Office approval.
- Prepare reports on budget usage and fiscal management of cost centers, develop spreadsheets, ensure compliance with State and Federal statutes/regulations.
- Formulate and implement departmental policies and procedures.
- Participate in the Hospital Governing Body and Executive Committee: responsible for reviewing and approving policies, procedures, goals and objectives for all operations, administering, monitoring, and evaluating hospital operations (e.g., Plant Services, Housekeeping, etc.).
- Administer all activities of operations (e.g., plan, develop, and enforce Safety Program, research changes in applicable laws and rules).
- Develop essential criteria to meet principal planning and operating functions of the hospital: develop essential criteria to be included with federal, state, and local regulations and accreditation/certification standards to meet and carry out principal planning and operating functions of the hospital.
- Participate in the planning and development of short and long-range capital plans, responsibilities include rightsizing, staffing, bed cap projections, unit location, therapeutic environment, development of corporate configuration plans, equipment procurement, building closure, assure patient needs are met through compliance with all State and Federal regulations regarding environmental/building.
Qualifications
- Completion of undergraduate core program in mental health & developmental disabilities technology, or social work or comparable field (e.g., child & family services), special education, psychology or rehabilitation or 24 months of experience in assessing consumers'/residents' needs & abilities as part of interdisciplinary team & in development of habilitation/treatment plans or programs for persons who are mentally ill or developmentally disabled.
- 12 months of training or 12 months of experience in federal & state regulations governing care, custody, treatment, programming & environment of consumers/residents in state facilities & serviced by community programs.
- 6 months of training or 6 months of experience in budgeting & spending or 6 months of experience determining budget & spending for operational unit or program of agency or firm.
- 6 months of experience as Mental Health Administrator 5, 65225.
- OR The equivalent of Minimum Class Qualifications for Employment noted above.
