About the role
The Chief of the Office of Federal Funds and Strategic Initiatives (OFFSI) oversees the management and implementation of federal funding, including the American Rescue Plan Act, Bipartisan Infrastructure Law, and Inflation Reduction Act. This role requires significant experience in managing complex programs and budgets, as well as strong leadership and collaboration skills.
Responsibilities
- Leads strategic planning, budgeting, and decision-making for OFFSI
- Serves as primary point of contact for partnerships with external funding organizations
- Facilitates coordination with State agencies on federal funding protection, implementation, and maximization
- Oversees the implementation of stimulus funds and draws-down federal funding
- Analyzes progress against the Governor's economic goals and proposes changes as needed
- Manages an organizational budget and supervises a team of 15 staff members
Requirements
This position requires a minimum of 10 years of work-related experience, with a minimum of 5 years in managing implementation of complex programs and overseeing federal funding. Experience managing federal funding and developing frameworks for its implementation, as well as experience managing a team, is preferred.
Qualifications
- Advanced degree in relevant field helpful but not required
- Significant and demonstrable working knowledge of Colorado’s agencies and processes
- Familiarity with federal and state policy and funding issues
- Ability to manage diverse teams across state government through uncertainty and complicated situations
- Creative thinker capable of balancing competing demands and managing multiple constituencies
- Collaborative team partner capable of working across legal, policy, legislative, and operational teams
- Strong written and oral communication skills with the ability to effectively advocate for solutions

Pay
$165,000 - $175,000 FLSA Classification: Exempt
