Job Summary/Overview
The Chief Medical Officer (CMO) serves as the senior physician executive responsible for providing strategic medical leadership and oversight of primary care services at CommuniCare+OLE, a Federally Qualified Health Center (FQHC).
Responsibilities
- Develop, maintain, and continually assess a clinical leadership structure and meeting structure.
- Ensure compliance with HRSA Health Center Program requirements and support accurate reporting of clinical quality metrics including Uniform Data System (UDS) measures.
- Develop and maintain all clinical policies, protocols and standard procedures in accordance with current guidelines.
- Promote a culture of collaboration, accountability, and continuous learning among physicians, advanced practice providers, and interdisciplinary care teams.
- Partner with other executives and senior leaders in the standardization of operations across all health center locations.
- Communicate strategic priorities and progress towards goals to the Board and other stakeholders and ensure that clinical initiatives are tied to the organization’s mission, vision and strategic priorities.
- Oversee development and implementation of all new programs related to clinical care and ensure that programs and services are creative, proactive, focused on continuous improvement, and incorporate new technologies for the most efficient possible use of organizational resources.
- Oversee Quality Improvement program to include review of data/statistical information to regularly evaluate clinical programs for efficacy, efficiency, safety, quality, patient satisfaction, and financial viability.
- Ensure compliance with all regulations and adherence to all policies and procedures related to clinical practice and quality management, such as methods of data collection, clinical protocols, outcome performance measures, chart/peer review procedures and case analysis methods.
- Personnel Management: Develop staffing plans, interview, hire, and supervise the orientation and training of clinical leadership positions; plan, assign, and direct duties and work schedules of staff; review and approve timesheets, time off requests and continuing education; examine work of staff and ensure conformance with policies and procedures; conduct staff meetings and document notes; provide ongoing communication and documentation to employees regarding performance and development and conduct annual performance evaluations; conduct disciplinary actions and terminations, and resolve staff conflicts in a timely and professional manner.
- Partner with executive leadership to develop and manage clinical department budgets and ensure responsible stewardship of organizational resources.
- Foster and develop external relationships for the advancement of CommuniCare+OLE strategic initiatives.
- Partner with Human Resources to ensure continued recruitment of clinical providers.
- Foster provider engagement, professional development, and retention through mentorship, leadership development, and initiatives that support provider well-being and sustainable clinical practice.
- Take a lead role in recruiting and hiring physicians as well as nurse practitioners and physician assistants.
- Provide a mentorship role for all clinical staff and oversight of all volunteer, resident, contract and specialty services.
- Maintain and develop community partnerships that enhance quality and quantity of care offered to our clients.
- Maintain medical policies, protocols and standards for the clinic facilities, assuring the quality of medical services provided by physicians, nurse practitioners, and physician assistants.
- Maintain a system of peer review, including written policies and procedures, provider evaluations, and chart documentation.
- Responsible for assessment of appropriateness of services and utilization.
- Oversee medical staff credentialing and privileging processes in collaboration with HR and clinical leadership, ensuring providers meet regulatory and organizational standards.
- Partner with clinical informatics and IT teams to optimize electronic health record (EHR) systems, data reporting, and clinical decision support tools to improve quality and efficiency.
- Monitor primary care provider productivity and access to care.
- Develop strategies to meet budgeted productivity targets and access to care standards.
Qualifications
- Education: Graduation from an approved Medical School. Completion of a recognized Residency Program in an area of Primary Medical care.
- Experience/Lived Experience: Five years of physician leadership experience (Medical Director, Associate CMO, etc.). Ten years of clinical practice experience, including primary care. FQHC experience strongly preferred, specifically FQHCs with integrated care models that include behavioral health, dental, and perinatal teams. Bilingual in Spanish preferred.

- Analytical and benchmarking skills; ability to balance and monitor clinical, financial and operational metrics to ensure quality, efficiency and financial viability of clinical practice.
- Demonstrated ability to be a creative and effective leader/manager/supervisor and create strong and cohesive teams among the clinical staff members.
