Chief Medical Information Officer (DH1813)

Overview

The Chief Medical Information Officer (CMIO) is responsible for supporting the development of clinical information systems that assist in the delivery of patient care and research. The CMIO will participate as a member of various leadership committees in representing the needs and requirements of the physician community and will serve as an advocate of administration in promoting the use of information systems in the clinical setting. The position will work in partnership with IT and relevant committees to translate clinical requirements into specifications for new clinical documentation systems. Under the direction of the Chief Medical Officer and within the policies and procedures of TCRHCC the CMIO is a physician leader responsible for the coordination and development of clinical information technology in the inpatient, outpatient, ambulatory, and community setting to support the delivery of patient care.

Qualifications

  • Education: MD/DO from an accredited school of medicine. A graduate degree in medical informatics and/or two (2) years of work experience in medical informatics systems as a champion or executive staff leader in the implementation of a hospital enterprise-wide clinical information system is preferred.
  • Experience: Board Certified in their specialty with a history of at least five (5) years of clinical practice in a hospital setting, including experience in clinic-based ambulatory care. Experience Requires a minimum of five (5) years’ experience in clinical practice and/or five (5) years’ experience as Medical Director in a progressive healthcare administration management experience in a large complex health care organization or hospital system. Clinical and Medical Director Experience may be concurrent.

Strong political skills will be a necessity of a CMIO to work closely with both teams to assure that all concerns are addressed in a spirit of mutual cooperation to ultimately benefit out patient. Such skills include, (and must be verified by all previous employers) Excellent interpersonal skills and ability to work effectively with a diversity of personalities. Must be approachable, show respect for others and be able to present data with effective communication and presentation skills. Must be an effective consensus builder. A good grasp of clinical workflow in both inpatient and outpatient settings, interest in clinical information systems and outcomes measurement. The ability to develop flexible, transferable models for pathways of care. Strong leadership abilities with a mature sense of priorities and solid practical experience and ability to design and implement systems within the framework of technical boundaries. A high tolerance for ambiguity and ability to work successfully in a matrix management model. Systematic thinking with strong organizational skills and the ability to deliver on time and within budget. Strong management skills, with adaptability and a strong collaborative management style, creative thinking with high energy and enthusiasm, and ability to be a team player who promotes the concepts of people working together versus individual performance. A thorough understanding of major trends in healthcare, healthcare regulatory environment, managed care, and familiarity with point of care products and medical informatics trends and tools.

Responsibilities

  • Leadership: Uphold, monitor and enforce adherence to approved TCRHCC Policies and Procedures. Lead and facilitate clinician advisory groups in the design of clinical systems to support excellence in patient care and research. Engage patient care providers with varying roles including physicians, nursing practitioners, nursing staff, ancillary department personnel, and medical records professionals to contribute to the development and use of the clinical information system. Develop empathy and understanding of physician needs and build relationships with physicians to gain support of IT initiatives. Work closely with clinical information system vendor to develop effective training programs for the clinical (medical and nursing) staffs, including “on-demand” or immediate support services available to end-users as required. Participate in development on-going education programs as the clinical information system evolves and as enhancements are added and assure that clinical staff obtain education and certification in the use of the system on an ongoing basis. Work closely with the medical and nursing staff to fully understand their needs and concerns and communicate these to their senior leadership and governance committee(s).
  • Develop and Coordinate the Strategic Goals for the Clinical Informatics for each current fiscal year and the following fiscal year. Advise and participate in development of operational and capital budgets for Clinical Informatics. Participate with members of other departments, in planning joint administrative and technical programs; and making recommendations of maximum coordination of Clinical Informatics services with other patient services.
  • Advocate for the provision of quality and cost-effective services by the clinical IT team to its customers. Advises the Senior Leadership Council, Medical Executive Committee, and the Nurse Executive Committee of TCRHCC on Clinical Informatics matters. Remain current on trends and legislative issues in clinical informatics: Be responsible for assuring that TCRHCC meets the requirements of Regulatory and Certifying Agencies in regard to quality of care and Meaningful Use within the Clinical Informatics Services. Review medical informatics trends, experiences and approaches; develop technical and application implementation strategies and assist in the development of strategic plans for clinical information systems.
