About the role

The Chief Inspector provides inspection of contractor’s quality of work in accordance with the client’s policies and procedures as it relates to welding of steel pipe on pipeline construction projects. The position will be located in various locations in South Texas.

Responsibilities

• Oversee delivery of inspection services and manage Inspectors during each project; maintain direct contact with Company personnel.
• Maintain a log of all issues (safety, quality, compliance, RFIs, early warnings, change requests, etc.) submitted on each project through verbal communication, inspection forms, or reports; ensure timely resolution and document corrective actions.
• Review the issue log with Company on a weekly basis.
• Ensure 100% of all Inspector reports and inspection forms are legible, complete, and thorough; log any issues for proper follow-up and resolution.
• Participate in Company meetings when requested.
• Ensure all necessary forms are complete and transmitted to the proper person within the Company or loaded on the web-based project management system.
• Ensure construction work in the field is performed in accordance with Company’s drawings, plans, specifications, and contract documents.
• Assist overall coordination efforts of various other contractors.
• Allocate inspection resources to daily tasks and notify Company of any resource deficiencies.
• Prepare a pre-commissioning packet for Company approval prior to commissioning (placing gas on the pipeline), including test charts, pipeline cleaning/drying records, material reconciliations, engineer specifications, purchase orders, MTRs, and as-builts (if completed). Pipeline shall not be commissioned until approved by Company.
• Visually inspect all Company-supplied materials for damage prior to unloading, verify quantities on packing slips, and maintain records of packing slips and Material Test Records (MTRs). Report any deficiencies to the Company.
• Ensure no material is unloaded without proper documentation (e.g., MTRs) and oversee material receipt, inspection, and documentation retention.

Requirements

• Minimum of five (5) years coordinating/inspecting construction projects for natural gas transmission/distribution pipelines.
• Experience coordinating multiple contractors and inspectors across disciplines.
• Ability to read and implement the OPM.
• Proficiency in Microsoft Word and Excel.
• Ability to read construction drawings, alignment sheets, and valve maps and translate to field constructability.
• Required Operator Qualifications (per contract documents).

Qualifications

• Project experience with urban natural gas pipeline construction (preferred).
• Experience interpreting digital/film radiography of welds and pipe (preferred).
• Familiarity with DOT 192, FERC, and OSHA regulations (preferred).
• AWS/CWI or CPWI Welding Certification (preferred).
• ANST-SNT-TC-1A Magnetic Particle Testing (MT)-Level 1 (preferred).
• ANST-SNT-TC-1A Liquid Penetrate (PT)-Level (preferred).
• OSHA Certified (preferred).
• NACE CIP LEVEL 1 (Course Completion) (preferred).

Work Environment

This job operates in a professional office environment and uses standard office equipment such as computers and phones. The role may also require fieldwork on pipeline construction sites in South Texas.

Physical Demands

• Ability to sit/stand for up to 8 hours per day.
• Ability to move freely for up to 8 hours per day.
