Job Description Summary

Reporting directly to the Chief Executive Officer, The Chief Information Officer (CIO) is a crucial position in shaping technology strategy and leading the implementation and operations of our corporate technology. With the rapidly advancing and evolving innovation including use of AI in healthcare, this role will help the organization to assess, evaluate, and select new technology for the organization to adapt; ensuring improved outcomes and care of our patients, improve our ability to deliver care, and help our staff to be more efficient/effective.

The CIO is responsible for IT services including digital health, program management, cyber security, technical infrastructure, and support services. This position also provides input on the enterprise’s strategic initiatives, develops tactical strategies for assigned service groups and ensures compliance with regulatory agencies as well as established hospital standards, practices, and procedures.

Job Specifications

  • Education: Bachelors Degree required. Masters in Healthcare Administration, Health Science, or Computer Science highly desirable.
  • Experience: Five to ten years of technology leadership with experience leading, executing, and delivering enterprise-wide IT solutions. Experience leading, executing, and delivering large-scale, enterprise-wide technology and digital solutions with a focus on end-user experience. Experience working in the healthcare sector preferred.
  • Prerequisite Skills: Executive experience in leadership roles, demonstrating the ability to effectively lead teams and drive critical initiatives. Proven experience of demonstrated capability in leading large, complex and/or transformational initiatives in dynamic environments. Executive presence: a polished leader that exercised senior-level judgement and inspires confidence among senior leaders and collaborators, internal and external to the company. Strong communication skills, including experience translating complex technical issues and requirements to non-technical people. Proactive self-starter that is organized and can define goals and prioritize and deliver outstanding results in a sophisticated and at time ambiguous environment. Must be able to provide forward-thinking IT leadership and possess outstanding communication skills, and a passion around technology enabled change. Utilizes continuous hypothesis formation, risk assessment, and experimentation for planning. Leverages long-term planning methodologies, such as forecasting and scenario planning to build strategies to be executed on between 1 - 5 years. Demonstrated experience driving digital transformation and business growth through innovation and implementation of technology. Customer-service oriented. Ability to create and motivate behavioral change as needed. Demonstrated skills in change management and experience leading complex change initiatives. Possesses knowledge in emerging technologies and the ability to apply new technology in support of the company’s key business goals. Demonstrated experience with SaaS, cloud-based, and outsourced solutions through third party providers.
  • Licenses and Certifications: License in health related field and/or certification in Information Technology desirable.

Job Duties and Responsibilities

  • Essential (Not Modifiable):
    • Make key contributions to the formulation of the company’s business and digital strategies.
    • Set the digital vision and IT roadmap, and lead the IT team in effectively executing to achieve organizational strategic goals.
    • Ensure broad stakeholder participation in defining organizational digital vision and roadmap, sharing ownership of outcomes.
    • Align IT investments to address leading / lagging business performance indicators: contribution to revenue increase, margin improvement, customer satisfaction and engagement, and strategic transformation.
    • Evolve the digital and mobile experience for all organizational stakeholders.
    • Oversee an efficient, effective, and transparent IT governance process that is co-owned by clinical and operational leaders.
    • Drive a high-performance IT culture.
    • Build strong relationships with business groups and their leaders across the enterprise and develop a detailed understanding of their issues, challenges, and opportunities.
    • Enable collaboration and communication across the organization’s consumers, partners, and strategic vendors.
    • Establish metrics for monitoring and managing IT effectiveness and the impact of IT on the business.
    • Use IT to improve relevant operational key performance indicators (KPIs) such as operating margin improvement, service quality, and clinical productivity.
    • Establish appropriate service levels and processes to ensure that KPIs are met.
    • Establish a comprehensive technology innovations program to ensure the ongoing focus on game-changing advancement of healthcare through IT.
    • Executive oversight of enterprise Project Management Office and Bio-Medical Engineering.
    • Establish the operating model of data and technology that cultivates a business-oriented approach.
    • Stay abreast of emerging technologies, industry trends, and standard methodologies evaluating their potential impact on the organization and recommending strategic technological advancements.
    • Develop and lead the IT portfolio budget, ensuring sufficient resources are allocated for technology investments, returns re realized and future investments are balanced across business needs, while providing a stable and efficient support operating model.
    • Evaluate and select technology vendors, negotiate contacts and manage vendor relationships to ensure the delivery of high-quality products and services.
    • Provides strategic direction for Cybersecurity Program.
    • Oversees/chairs technology related organization committees.

Compensation

The posted pay range complies with applicable law and reflects what we reasonably expect to pay for this role. Individual pay is set by skills, experience, qualifications, and internal/market equity, consistent with MarinHealth’s compensation philosophy. Positions covered by collective bargaining agreements are governed by those agreements.
