Job Overview

The Chief Human Resources Officer (CHRO) provides strategic leadership and executive oversight for all districtwide Human Resources functions and operations.

Essential Duties and Responsibilities

  • Develop and implement a mission and shared vision for the division

  • Align HR goals, objectives, and initiatives with the District’s overall strategic plan

  • Serve as a member of the District’s Executive Leadership Team to support organizational goals, policies, and initiatives

  • Represent the district in matters related to the District’s human resources strategy and workforce planning

  • Lead the development of HR organizational structures, staffing plans, operational goals, and budget projections

  • Establish departmental priorities and oversee staff development initiatives within the HR Division

  • Participate in executive-level decision-making and resolution of complex organizational issues

  • Provide reports, presentations, and recommendations to the Superintendent and School Board

  • Attend School Board meetings and represent the District at professional conferences, community meetings, and external events as assigned

Policies and Compliance

  • Direct the development, revision, and implementation of HR-related Board policies and administrative procedures

  • Ensure compliance with all applicable federal, state, and local employment laws, Board policies, certification requirements, and governmental regulations related to personnel administration and employment practices

  • Recommend policy updates and procedural changes to the Superintendent and School Board

  • Interpret HR policies and provide guidance on sensitive or complex personnel matters

  • Approve or recommend personnel actions, including hiring, transfers, promotions, salary negotiations, leaves of absence, and terminations

Leadership and Team Management

  • Foster a collaborative, inclusive, and high-performing work environment within the HR Division

  • Supervise, mentor, and evaluate HR leadership staff directly or through assigned direct reports

  • Maintain effective communication, teamwork, and customer service across all HR functions

  • Collaborate with HR Executive Directors and Directors to establish leadership succession plans aligned with District goals

  • Support a culture focused on growth, equal opportunity, employee engagement, and organizational excellence

Talent Acquisition and Staffing

  • Lead talent acquisition and recruitment efforts to attract, hire, and retain highly qualified and diverse employees

  • Oversee employee onboarding and offboarding processes to ensure seamless transitions, compliance with District procedures, and positive employee experiences throughout the employment lifecycle

  • Manage districtwide staffing and workforce planning initiatives, including position control, staffing projections, vacancy management, and organizational alignment to support operational and instructional priorities

  • Administer compensation and salary programs, including pay structures, salary calculations, job classifications, stipends, and compensation reviews to maintain internal equity and market competitiveness

  • Oversee employee benefits and partner with Business & Finance to ensure accurate, timely, and compliant administration of employee compensation, benefits enrollment, leave balances, and related payroll processes

  • Manage employee performance management systems and evaluation processes that promote accountability, professional growth, continuous improvement, and alignment with District expectations

  • Provide leadership for employee relations functions, including conflict resolution, employee concerns, complaints, grievances, disciplinary actions, and workplace investigations while promoting fairness, consistency, and professionalism

  • Oversee leave administration and unemployment management programs, including employee leave requests, accommodations, return-to-work processes, and unemployment claims administration

  • Manage Human Resources Information Systems (HRIS), workforce analytics, personnel reporting, and HR data management to support operational efficiency, strategic planning, and data-driven decision-making

  • Oversee temporary workforce programs and substitute staffing operations to ensure continuity of instructional and operational services across the District

  • Monitor employee certification status, licensure requirements, and compliance documentation to ensure all personnel meet applicable professional standards and legal requirements

  • Develop and support employee recognition, engagement, and retention initiatives that foster a positive organizational culture, improve employee morale, and strengthen workforce commitment

  • Oversee the development, implementation, and maintenance of employee work calendars, employee handbooks, and HR operational guidelines to ensure consistency, compliance, and effective communication of District expectations and procedures

Supervisory Responsibilities

  • Attend School Board meetings and provide information and presentations, as required

  • Oversee the recruitment, selection, assignment, supervision, and evaluation of departmental personnel within Human Resources directly or through direct reports

  • Supervise and manage the Human Resources Division staff, directly or through direct reports

Qualifications

  • Master's degree required, education administration, human resources, organizational psychology, or management field

  • Valid Mid-Management/Supervisory/Educational Administrator’s Certification preferred

  • Senior Professional in Human Resources (SPHR/SHRM) Certification or Human Resource Information Professional (HRIP) Certification preferred

  • Minimum of 5 years of successful administrative experience in either a human resources management or an educational administration position

  • Minimum of 3 years in Cabinet level Human Resources role in public K-12 educational setting, preferred

  • Comprehensive knowledge of human resources management theory, HR strategy development, HR practices, employment laws, and governmental regulations as these apply to the public school environment

  • Considerable managerial experience, including experience in the recruitment, selection, retention and training of personnel, and demonstrated ability to exercise sound judgment and decision making

  • Excellent human relations skills, oral and written communications skills, interpersonal skills, and conflict resolution skills sufficient to effectively handle the most critical, sensitive or emotionally disruptive issues

  • Excellent knowledge of organizational theory and practice as these apply to the development and management of broad and diverse programs

  • Considerable knowledge and experience with HR software including Human Resources Information Systems (HRIS) and Applicant Tracking System (ATS)
