Manager II position with the Department of Financial Protection and Innovation (DFPI), located in Sacramento County. This is a permanent, full-time role.

The Department of Financial Protection and Innovation (DFPI) protects consumers and oversees financial service providers and products. DFPI supervises state-licensed financial institutions, including banks, credit unions, and money transmitters, and licenses and regulates financial service providers such as securities brokers, investment advisers, payday lenders, and other consumer finance lenders. About the Role
The DFPI is seeking a highly skilled and strategic leader to serve as Chief of the Human Resources Office. Reporting to the Deputy Commissioner of Administration, this role provides high-level leadership and oversight of all human resources programs and functions for a complex, statewide regulatory department. The position shapes DFPI’s workforce strategy, ensures compliance with civil service rules, advances modernization efforts, and supports executive leadership through data-informed decision-making and effective people management.
Responsibilities
- Lead and oversee all human resources programs and functions for DFPI.
- Develop and implement workforce strategies to support departmental goals.
- Ensure compliance with civil service rules and regulations.
- Advance HR modernization efforts and improve operational efficiency.
- Support executive leadership with strategic, data-driven decision-making.
- Manage and mentor HR staff, fostering a high-performing team.
Qualifications
- Possession of Minimum Qualifications (MQ) as outlined in the Classification Specification for Manager II.
- Experience in a leadership role overseeing human resources programs in a complex organization.
- Strong understanding of civil service rules and compliance requirements.
- Demonstrated ability to develop and implement workforce strategies.
- Experience with HR modernization and process improvement initiatives.
- Excellent judgment, analytical skills, and ability to make data-informed decisions.
If meeting MQs with education, unofficial transcripts/diploma must be included for verification. Official transcripts may be required upon appointment. Foreign degrees/transcripts must be evaluated for U.S. equivalency through a NACES-approved service.
Pay
$9,572.00 - $10,867.00 per month. New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable.
