Chief, Health Workforce Behavioral Health & Policy Section
About the role
The Supervisor II, Chief of the Health Workforce Behavioral Health & Policy Section, reports to the Manager II, Branch Chief, Behavioral Health & Policy. The incumbent leads policy development and coordination for behavioral health and policy workforce initiatives, oversees programs that strengthen recruitment, retention, and training to build a diverse, culturally competent behavioral health and state workforce, and ensures a consistent framework for behavioral health and state policy, legislative analysis, and program planning. The position is a member of the OHWD leadership team, participates in strategic direction setting aligned with HCAI’s mission, vision, and goals, and collaborates with the OHWD Senior Policy Advisor, Branch Chiefs, and Executive Office staff on process improvements for California’s health workforce.
Responsibilities
- Oversee programs that support and strengthen recruitment, retention, and training to develop a diverse, qualified, culturally competent behavioral health and state workforce capable of meeting current and future needs across California.
- Develop strategies and processes to meet current and future workforce needs throughout California.
- Provide a consistent framework and approach to behavioral health and state policy, legislative analysis, and program planning.
- Actively participate in the development and implementation of the strategic direction for the Office of Health Workforce Development in alignment with HCAI’s mission, vision, and goals.
- Collaborate with the OHWD Senior Policy Advisor, Branch Chiefs, and Executive Office staff on process improvements for California’s health workforce.
Requirements
- Knowledge and experience in behavioral health and state workforce public policy, including the ability to interpret and apply state and federal statutes and regulations.
- Experience implementing strategic objectives to achieve program or initiative goals.
- Experience in relationship-building across diverse internal teams and external stakeholders, with examples of facilitating collaboration, strengthening partnerships, and maintaining productive working relationships, especially when addressing complex or sensitive matters.
- Leadership experience managing a team through a complex project, including organizing work, motivating team members, and ensuring delivery of results.
- Experience interpreting or applying policy, conducting research or analysis to fully understand requirements, and using that understanding to guide decisions or recommendations.
- Ability to ensure accountability and integrity, identify and address issues, and apply lessons learned.

Pay
$7,872.00 – $9,781.00 per month. New to State candidates will be hired into the minimum salary of the classification or the minimum of the alternate range when applicable.
Schedule
Permanent, full-time position based in Sacramento County with hybrid telework.
