About the role
The County of Yolo is recruiting to fill one regular, full-time position in the class of Chief Fiscal Administrative Officer (CFAO) at the Health and Human Services Agency (HHSA) housed in the Administration branch. The CFAO reports directly to the Health and Human Services Assistant Director and has primary responsibility for all of the Department’s financial activities. The incumbent will exercise direct and indirect supervision over lower-level management and supervisory staff.
This class is defined as the highest-level fiscal and administrative management class. Incumbents work under the policy-level direction of a department head and perform all responsibilities with a high level of independence and initiative. This class is designated at-will and serves at the pleasure of the appointing authority. Incumbents are responsible for overseeing and managing the fiscal and administrative management functions of the County's largest and most complex departments, including budget preparation and monitoring, fiscal and program analysis, financial reporting, department-level accounting, payroll, contracts, grant preparation, personnel, information technology, and facilities management.
The Ideal Candidate
- Assists in the management, planning, and evaluation of teams providing all financial support to the HHSA Department.
- Directly or through subordinate management and/or supervisory staff selects, trains, motivates, and evaluates assigned personnel; works with employees to correct deficiencies, implement discipline, and termination procedures.
- Develops and implements goals, objectives, policies, procedures, and performance standards for all assigned financial programs in the Administration branch to enhance services and operations through accurate and timely budgeting, financial reporting, and revenue maximization.
- Collaborates with executive management, peers, other county departments, outside agencies, and a variety of public and private groups and community organizations on matters related to assigned branch functions; serves as staff on boards, commissions, and committees.
- Identifies opportunities for improving service delivery methods and procedures, identifies resource needs, obtains approval for improvements as needed/required, and implements improvements.
- Monitors State and Federal regulations and legislative activities pertaining to health and human services finance, evaluates the effect on assigned program activities, recommends and implements changes to policy and procedures as appropriate, and ensures compliance with applicable laws and regulations.
- Leads the department’s financial reporting, revenue generation, and auditing activities, as well as manages the department’s budget and projection processes, and monitors and controls all the department’s expenditures.
Responsibilities
- Plans, directs, coordinates, and reviews the fiscal and administrative work of a complex department; assigns work activities and projects; monitors workflow; reviews and evaluates work products, methods, and procedures; meets with staff to identify and resolve problems.
- Directs and participates in the preparation of the department's annual budget, including analysis and estimates of revenues and expenditures, review of intra-department requests and sub-budgets, recommendations on allocations of funds and personnel, and final budget preparation and presentation to the Board of Supervisors.
- Directs the analysis and evaluation of requests from department personnel for changes in budget allocations throughout the fiscal year; coordinates and consults with department executive management; makes recommendations and obtains final approval for changes.
- Oversees, consults, researches, negotiates, and monitors major contracts, leases, and agreements with outside vendors, service providers, and leasing agents.
- Directs, coordinates, and/or participates in various administrative services for the department, including grant management, contract administration, information technology support, facilities management, personnel and payroll, and/or general office management.
- Plans, directs, and/or participates in the completion of a variety of studies; supervises research activities; evaluates and analyzes department goals/objectives and legal mandates; analyzes existing and proposed legislation and directives to determine their impact on budgetary, fiscal, and/or operational functions of the department; prepares digests for management.
- Manages and participates in the development and implementation of goals, objectives, policies, and priorities for assigned programs; recommends and administers policies and procedures to improve overall operations of the department.
- Develops and implements management systems, procedures, and standards for program monitoring and evaluation; identifies opportunities for improving service delivery methods and procedures; recommends and/or implements improvements.
- Directly or through supervisory staff selects, trains, motivates, and evaluates assigned personnel; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline and termination procedures.
- Coordinates the work of the fiscal and administrative unit with other divisions, departments, and outside agencies and individuals; serves as an advisor and consultant to other department management staff on fiscal, operational, and administrative matters.
- Represents the department on, and directs the activities of, committees and task forces for the development, scheduling, implementation, and monitoring of programs and projects that impact several County departments and require coordination between the County and other public and private entities; acts as a representative for the department and on behalf of the department head where appropriate.
- Prepares department submissions to the Board of Supervisors, including Board letters and budget proposals.
- Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field.
- Performs related duties as assigned.
Requirements
Education: A Bachelor's Degree or higher from an accredited college or university in Finance, Accounting, Business Administration, Public Administration, or a closely related field. A Master's Degree in a related field is preferred.
Experience: Six years of responsible, professional experience performing administrative, budget management, fiscal, and/or program analytical work, including a minimum of two years of supervisory and/or management experience.
License: Some positions in this classification may require incumbents to possess and maintain a valid California driver's license, Class C or higher, to carry out job-related duties.
