About the role

EMCOR Government Services is seeking a Chief Facility Engineer (CFE) to lead and manage our facilities and grounds operations supporting an intelligence community customer in the National Capital Region (NCR). The CFE is a key member of a team of dedicated and talented professionals in delivering a wide range of Base of Operations Services (BOS) support. This position is contingent upon contract award.

Responsibilities

  • Serves as the principal manager responsible for the overall management and operation of the mechanical, life safety, electrical, and plumbing systems comprising BOS facilities and grounds.
  • Oversees Computer Aided Design (CAD) drawing development activities and reviews CAD products to ensure developed drawings and associated documentation are accurate and complete.
  • Oversees contract operations related to all building management systems, including the Computerized Maintenance Management System (CMMS), Building Automation System(s) (BAS) and Electrical Power Monitoring System(s) (EPMS).
  • Ensures the proper and timely application of Government and local regulations, codes, standards, policies and procedures related to BOS facilities operations and management.
  • Working closely with the client, gains an understanding of their needs and requirements and communicates them and the appropriate performance standards to the contract staff and supporting vendors.
  • Establishes and maintains an effective relationship with the customer to achieve a mutually beneficial business relationship.
  • Devises ways to improve the full spectrum of the BOS delivery process to ensure high-quality goods and services are delivered on time and within budget.
  • Devises, improves, and reviews performance specifications and procedures for facilities operations products, services or processes, and trains the staff to use them.
  • Ensures legal obligations are followed and ensures compliance with regulatory bodies and with health and safety guidelines.
  • Oversees product and service delivery procedures to identify any deviations from quality standards; recommends and/or implements corrective action such that products and services meet or exceed expectations.
  • Keep accurate documentation and, when necessary, perform analysis of activities and processes to improve contract performance.
  • Pro-actively seeks feedback from clients, attends meetings, submits reports, and assists both internal and external auditors and inspectors.

Qualifications

  • Bachelor’s degree from an accredited university in Mechanical, Civil Engineering, or equivalent field.
  • Currently licensed as a Professional Engineer (PE) in one of the 50 U.S. states, U.S. Territories or Possessions. Licensure as a Professional Electrical Engineer (EE) or Mechanical Engineer (ME) is preferred.
  • Minimum of ten (10) years of experience managing and operating facilities and systems of similar size, scope, and complexity.
  • Highly developed leadership, management, supervisory, interpersonal, analytical and communication skills (oral and written).
  • Demonstrated ability to lead and manage teams and subcontractors in diverse and dynamic environments under high-pressure situations and with short notice taskings.
  • Strong technical knowledge of all facilities operations and maintenance, and repairs (OM&R), including complex mechanical, electrical, and plumbing systems, structural systems, vertical transportation and critical facilities operations.
  • Demonstrated experience with managing construction projects – large scale capital planning and improvement projects.
  • Demonstrated proficiency in Project Scheduling applications such as MS Project and Smartsheet.
  • Project Management Professional (PMP), highly desired, or equivalent specialized experience with Project Management tools and techniques (e.g., Program Management Professional (PgMP)) is highly desired.
  • Knowledge of process improvement models (e.g., Lean Six Sigma, ISO, etc.) is a plus.

Pay

Compensation Range: $175,000 - $200,000
