About the Role

This BI&A PRIME contract is seeking a Chief Engineer to join their program. You will help oversee teams of engineers and developers that build and enhance high-visibility, collaborative web application tools used in the day-to-day mission, across the customer enterprise and the broader Intelligence Community (IC). Your work will enable data to be updated and shared in real-time and will help drive more informed and timely decisions in matters of national security.

BI&A is seeking a Chief Engineer to lead the design, development, and technical integration for a product line of critical network capabilities. A successful candidate will not only have a strong technical background but must also possess a vision for leadership that embraces BI&A’s mission to be a leader in the defense technology ecosystem across technical and programmatic domains.

As Chief Engineer, you will be responsible for the end-to-end technical success and architectural coherence of complex, multi-disciplinary network systems. You will operate at the intersection of complex engineering challenges and work directly with senior technical leaders, program managers, and customers to define, build, and deliver next-generation capabilities that impact national security.

Responsibilities

  • Own and define the comprehensive technical architecture, design principles, and engineering roadmap for a complex suite of knowledge management tools.
  • Serve as the ultimate technical arbiter, ensuring the integrity, reliability, security, and survivability of network systems in contested and high-security environments. Proactively identify and mitigate technical risks related to performance, security, and physical robustness.
  • Provide decisive technical leadership and guidance to large, multi-disciplinary engineering teams. Foster a culture of technical excellence, rigorous design, rapid iteration, and continuous improvement, ensuring seamless collaboration across disciplines.
  • Translate strategic objectives and customer needs into actionable technical requirements and solutions. Drive technology selections and critical design decisions.
  • Act as the primary technical interface with internal stakeholders (Product, Program Management, Executive Leadership) and external stakeholders (customers, partners, regulatory bodies), clearly articulating complex technical concepts, challenges, and solutions for network capabilities.
  • Provide technical leadership and guidance to software engineering teams, ensuring adherence to engineering best practices and standards.
  • Foster a culture of innovation, collaboration, and continuous improvement within the engineering teams.
  • Oversee configuration and risk management activities and develop strategies for process improvements.
  • Oversee the technical execution of software development projects, ensuring adherence to project timelines and deliverables.
  • Collaborate with cross-functional teams, including product managers, program managers, architects, and risk management, to define project requirements and scope.
  • Identify and mitigate risks, proactively addressing technical challenges and obstacles throughout the project lifecycle.
  • Establish and enforce engineering standards, coding conventions, development methodologies, and quality assurance processes.
  • Drive continuous improvements in engineering practices, tools, and processes to enhance efficiency, productivity, and software scalability.
  • Facilitate effective communication and coordination between engineering teams and other departments involved in software development.
  • Present technical concepts, solutions, and progress to senior management and stakeholders in a clear and concise manner.
  • Establish clear expectations, objectives, and performance goals for team members.
  • Provide mentoring and coaching to foster skills development and professional growth within the team.

Requirements

  • Active TS/SCI with Polygraph Clearance.
  • 20 years’ experience with a Bachelor’s degree in Computer Science, Software Engineering, or related discipline, or twenty-five (25) years of development experience may be substituted for candidates without a qualifying bachelor’s degree.
  • 15+ years of proven experience as a senior software engineer or engineering lead, with a track record of successfully delivering software projects, with a significant portion in a leadership or Chief Engineer capacity.
  • Deep and broad technical expertise across network system design and implementation, including proficiency in multiple programming languages, frameworks, and tools.
  • Proven ability to define, architect, and lead the development of highly complex, integrated network systems from concept through deployment and sustainment.
  • Exceptional leadership skills with a track record of building, mentoring, and inspiring high-performing multi-disciplinary technical teams in fast-paced, challenging environments.
  • Demonstrated experience in strategic technical planning, road-mapping, and managing technical requirements while delivering on aggressive schedules.
  • Strong problem-solving acumen, with the ability to break down highly ambiguous technical challenges related to network performance and resilience, and drive to practical, innovative solutions.

Qualifications

  • Excellent communication, presentation, and interpersonal skills to effectively convey complex technical concepts to diverse audiences, including executives, customers, and technical teams across different engineering disciplines.
  • Experience working in an Agile software development environment and/or experience using Jira/Confluence are highly desirable.

Pay

Pay range: $232,000 - $290,000. Please note that the information shown is a general guideline only. Pay is based upon candidate experience and qualifications, as well as market and business considerations.

Sign-on bonus up to $25,000 for eligible/qualified candidates.

Schedule

Hybrid work authorized.
