Chief Construction Inspector - CONST Paving

About the Role

The primary functions of this position are to plan, manage, execute, direct, and/or supervise the activities of company inspectors, company contractors, and municipal, transit authority, or private contractors performing various construction projects within company facilities, generating stations, substations, or within franchised areas such as public roadways, highways, or bridges. Ensure all work is done in strict compliance with applicable company specifications, standards, procedures, and regulatory requirements. Responsibilities include maintaining, protecting, and supporting the integrity of company facilities during construction projects, and ensuring all work is completed within the specified schedule and budget.

Responsibilities

• Conduct field inspections to ensure company facilities are protected, supported, and maintained in accordance with engineering designs, specifications, procedures, and/or codes across multiple locations.
• Ensure all code 753 requirements are implemented on every applicable job.
• Conduct Job Briefings, Job Site Safety Exchanges (JSSE), Safety Stand-downs, and/or relevant OJTs with CE field personnel or contractors when applicable.
• Ensure contractors' means and methods conform to their Health and Safety Plan (HASP) and local, state, and federal regulations.
• Assure all contractor work complies with NYC permits, guidelines, and minimizes quality-of-life issues for the community.
• Respond and act as an incident commander for damages or environmental and safety incidents involving construction projects.
• Respond to company-wide events such as storm emergencies, heat alerts, system outages, and feeder patrols.
• Respond to contractor damages and prepare damage investigation reports as required.
• Ensure contractor performance for CE contractors is reported through the Contractor Oversight System (COS) and report incidents via Infraction Reports and Action Lines, ensuring close-out in compliance with corrective action plans.
• Process all contract changes in accordance with the Construction Administration Manual (CAM) and Interference Control Manual (ICM); review and approve time sheets, unit quantities, and invoices.
• Analyze, monitor, track, and accrue all project-related costs, ensuring incorporation into the Current Working Estimate (CWE). Develop Request for Authorization (RAP) and Capital Appropriation packages when necessary.
• Maintain project files, including daily logs of contractor activities, updated schedules, contract drawings, submittals/RFIs, and sign-in sheets.
• Ensure project schedules are maintained and coordinate with engineering, estimating, purchasing, work management, and electric/gas/steam operations to resolve technical, field, or contract issues.
• Perform night, overtime, and weekend supervisory duties as required.
• Establish and maintain professional, effective, and timely communication with field inspectors, project specialists, managers, and external agency personnel.
• Communicate and enforce operational and procedural changes among peers and direct reports.
• Maintain required certifications, including a driver's license, NY State Project Monitor Certification, respirator and asbestos qualifications, gas operator qualification, and work permit certifications.

• Provide oversight and leadership at multiple construction job sites; may be reassigned based on business requirements.

Requirements

• Bachelor's Degree and 2 years of relevant construction experience, or
• Associate's Degree and 4 years of relevant construction experience, or
• High School Diploma/GED and 5 years of relevant construction experience.
• Strong interpersonal, communication, written, and presentation skills.
• Fundamental background in construction or project management with knowledge in electrical, mechanical, civil, chemical, construction, or operations.
• Proficiency with Microsoft Office products (Word, Excel, PowerPoint, Access) and Oracle; knowledge of ProjectWise, Auto-CAD, MicroStation, Microsoft Projects, Primavera, MAXIMO, and/or Oracle Work Management System is preferred.
• Valid driver's license.

Preferred Qualifications

• Bachelor's Degree in Engineering, Business, or Architecture with 2 years of relevant construction experience.
• Knowledge of DOT Code and permit requirements.
• Knowledge of contract administration procedures, inspection, and cost control.
• Competency in Auto-CAD to generate drawings and ability to interpret basic information on drawings.
• Demonstrated problem-solving and negotiation skills.
• Effective coaching and feedback delivery.
• Excellent organizational and time management skills; ability to prioritize and meet deadlines.
• Ability to drive multiple projects to successful completion within tight timeframes.

Physical Demands

• Assigned a System Emergency role; expected to work non-business hours during emergencies, including nights, weekends, and holidays.
• Must respond to system emergencies and work at field locations in all weather conditions.
• Work environment includes heat, noise, confined spaces, and high elevations.
• Must climb ladders, stairs, and work on elevated platforms, scaffolds, catwalks, roofs, or equipment.
• Must enter underground vaults through manholes and work in inclement weather and adverse conditions.
• Must work with and near high voltage and/or other high-energy systems.
• Must climb in and out of manholes and excavations; walk, stand, lift, climb, bend, kneel, stoop, and/or reach.
• Must travel to company locations for storm restoration and heat contingencies.
• Must wear personal Protective Equipment (PPE), including fire-retardant clothing and safety harness.
• Must work rotating shifts, including nights, midnights, weekends, and holidays.
• Must work with equipment rated for up to 350 lbs.
• Must use a personal vehicle to transport, store, and secure company equipment; reimbursement available through company mileage procedure.
