Salary Range

Sound Transit offers a salary range of $81k to $176k, with a midpoint of $122k. New hires typically receive between minimum and midpoint, but may go slightly higher based on experience, internal equity, and market.

About the Role

The Change Management Specialist serves as a strategic partner in guiding the organization through a major multiyear transformation of ERP and EAM systems, capabilities, and business processes. This role provides advanced analytical, change management, and stakeholder engagement expertise to ensure business readiness and adoption across a large, diverse public transit workforce.

Responsibilities

  • Collaborates with the program Change Management Lead, Change Champions, and external system integration partners in the ongoing development of change management strategies, plans, and activities.
  • Led complex change impact assessments, business process analyses, and readiness evaluations for ERP/EAM transformation initiatives.
  • Develops and manages change management plans, including communication, stakeholder engagement, training, and reinforcement activities using the Prosci methodology.
  • Serves as the primary liaison between business units, program teams, and program leadership to ensure alignment of future-state processes with organizational objectives and agency roles.
  • Facilitates workshops, impact assessments, ADKAR surveys, and organizational readiness discussions with cross-functional stakeholders.
  • Develops recommendations to streamline processes, improve productivity, and strengthen adoption of new systems and capabilities.
  • Tracks and reports organizational readiness metrics, adoption indicators, and change risks to program leadership.
  • Supports development and execution of communication and training strategies, materials, and delivery approaches aligned with the change roadmap.
  • Advises program and business leadership on change risks, mitigation strategies, and opportunities for improvement.
  • Ensures compliance with agency policies and industry best practices related to business analysis, change management, and project governance.
  • Builds and maintains strong, collaborative relationships across the Agency and with external partners, enabling seamless data sharing, operational alignment, and joint problem-solving to support regional and interagency initiatives.
  • Champions and models Sound Transit's core values and demonstrates values-based behaviors in everyday interactions across the agency.
  • Contributes to a culture of diversity, equity and inclusion in alignment with Sound Transit’s Equity & Inclusion Policy.

Requirements

  • Education and Experience: Bachelor’s Degree in Business Administration, Public Administration, Organizational Development, or a closely related field. Five years of experience applying structured change management methodologies; Experience working on enterprise-level technology or transformation projects, preferably ERP or EAM system implementations; Or an equivalent combination of education and experience.
  • Preferred Licenses Or Certifications: Prosci Certified Change Practitioner or similar. Lean Sig Sigma Certification or similar.

Qualifications

  • Advanced knowledge of change management principles, methodologies, and tools, including Prosci ADKAR.
  • Demonstrated ability to lead organizational change efforts within large, complex, multi-stakeholder environments.
  • Excellent facilitation, communication, and interpersonal skills, with the ability to engage staff at all levels.
  • Ability to translate technical or complex concepts into clear, accessible language for non-technical audiences.
  • Strong analytical and problem-solving skills, with the ability to synthesize information and identify actionable insights.
  • Experience supporting enterprise-level technology or process transformation initiatives.
  • Ability to manage competing priorities, adapt to change, and work effectively in a fast-paced, evolving environment.

Skills

  • Experience with ERP and/or EAM system implementations.
  • Familiarity with public sector operations, particularly in transportation, infrastructure, or capital program environments.
  • Proficiency with business process modeling tools.
  • Prosci Change Practitioner certification or equivalent.
  • Experience developing and delivering training materials and user-support resources.
  • Knowledge of project management practices and tools (e.g., PMBOK, Agile, MS Project, Jira).

General Purpose

Physical Demands / Work Environment

Work is performed in a hybrid environment with an expectation of working in office a minimum of 3 days per week. The Agency promotes a safe and healthy work environment and provides appropriate safety and equipment training for all personnel as required.
