The direct client is seeking a highly experienced Certified Project Manager IV / Strategic Consultant to lead a multi-year Child Care Systems Modernization Initiative. The role involves strategic leadership, hands-on execution, and foundational work for a large-scale modernization program.

Key Responsibilities
- Strategic Planning & Modernization Leadership
- Develop and maintain an overall modernization roadmap and implementation strategy
- Assess: Current business processes, existing technology systems, organizational readiness, modernization requirements
- Identify: Program risks, dependencies, critical decisions requiring executive involvement
- Recommend phased approaches for: Procurement, Implementation, Organizational change management, Business transformation, Procurement & Vendor Management
- Create and coordinate: Requests for Information (RFIs), Requests for Proposals (RFPs), Statements of Work (SOWs), Procurement documentation
- Evaluate vendor proposals and provide recommendations
- Support contract negotiations
- Advise leadership on: Vendor selection, Contracting approaches, Governance structures
- Establish vendor performance expectations and accountability measures
- Governance & Stakeholder Management
- Coordinate activities across: Business teams, Technology teams, Finance, Procurement, Policy stakeholders
- Facilitate executive decision-making and stakeholder alignment
- Develop: Governance structures, Decision frameworks, Reporting processes, Escalation procedures
- Prepare: Executive briefings, Project status reports, Strategic recommendations
- Project Development & Readiness
- Identify resource needs and recommend staffing models
- Develop key project deliverables: Project Charters, Work Plans, Risk Registers, Issue Logs, Implementation Frameworks
- Support: Business requirements gathering, Process improvement initiatives, Future-state operating models
- Establish transition plans from planning into implementation
Expected Outcomes
- First 12 Months: Establish Modernization roadmap, Procurement strategy, Governance structure, Operational framework, Implementation readiness plan
- First 24 Months: Successful delivery of the initial modernization implementation phase

- Years Project Management of Large Initiatives: 15+

Position Details
- Work Arrangement: 90–100% Remote with occasional onsite requirements
- Duration: Through 06/30/2027 with potential extensions
- Max Bill Rate: $55 to $65/hour
- Work Schedule: Candidate must be available during CST business hours: 9:00 AM – 3:00 PM CST (or hours determined by the hiring manager)
