Job Summary
The Rockville City Police Department is recruiting for certified police officer candidates.
Minimum Qualifications
- Be a United States citizen; or,
- Possess at least a high school diploma, or a General Education Development (GED) Certificate recognized by the State of Maryland.
- Be age 21 at the time of your graduation from the police academy.
- Possess a valid driver’s license.
- Possess good moral character able to withstand an in-depth background investigation, including polygraph examination, psychological evaluation, medical examination, and drug screen.
- Ability to obtain and maintain minimum requirements of the Maryland Police Training Commission.

Requirements
- A standard physical agility test will be administered to all applicants - both entry level and lateral. You must receive a passing score in each category to successfully pass this physical fitness test.

Job Functions
A Police Officer:
- Conducts assigned patrols, whether on foot or by vehicle, throughout the City for the purpose of preventing, detecting or responding to criminal acts and observe for violations of traffic laws, suspicious activities or persons, and disturbances of law and order.
- Answers calls from citizens for assistance or protection of their life and property.
- Conducts investigations and gathers evidence in cooperation with other law enforcement personnel and the State's Attorney's Office in connection with incidents of criminal activities.
- Coordinates crime scene investigations and manages resources at the scene of a crime; interviews and counsels victims; catalogues, packages, and transports evidence to the lab for examination; and locates and interviews possible witnesses.
- Writes reports and citations.
- Makes arrests of persons charged or suspected of criminal activities and does so in a manner that protects the rights of the accused, the rights and safety of the general public as well as the safety of themselves and other Officers.
- Detects violations of traffic regulations, and issues warnings and citations as necessary to insure the safety of the public and the free flow of movement on public ways.
- Responds to reports of traffic accidents, insuring the proper assistance is obtained for injured individuals and that the causes are investigated and issue appropriate citations.
- Maintains personal equipment in proper order.
- Assists in crime prevention efforts as directed.
- Participate in in-service and special training programs as assigned.
- Performs various duties and tasks related to special assignments as necessary.
- Performs other duties as required.
Summary of Employee Benefits
- Health Insurance: Medical Insurance Participation is available in one of several types of health plans. The city contributes toward each plan. Participation is optional. Employees may elect to participate in plans offered through Aetna or Kaiser Permanente. Benefit coverage is available beginning on date of hire.
- Dental Insurance: Employees may enroll in the City's dental program offered through Guardian Dental. The city contributes a portion of the cost of each employee's dental coverage. If dental coverage is waived, the City's contribution is reallocated toward the employee's health plan cost. Start date of coverage is the first of the month following date of hire.
- Vision: The city offers a vision plan with VSP. The city contributes a portion of the cost of each employee's vision coverage. Start date of coverage is the first of the month following date of hire.
- GROUP LIFE INSURANCE: The City provides life insurance equal to one and one-half times an employee's base salary. There is no cost to the employee for this benefit. Employees have the option of purchasing additional supplemental life insurance coverage for self, spouse and dependent child(ren).
- RETIEMENT SAVINGS PLAN: Participation in the City of Rockville’s retirement plan is mandatory. There are two parts to the retirement plan: 1) the Pension Plan and 2) the Thrift Plan. The City of Rockville Pension Plan (all employees) is a defined benefit plan that provides the participant with a specific monthly benefit at retirement. Monthly benefits are calculated based on a participant’s salary and length of credited service. Employees are fully vested in the pension plan after 10 years of credited service and are always 100% vested in the amounts they contribute. The City of Rockville Thrift Plan (administrative and union employees only) is a defined contribution plan subject to the IRS code 401(a). Employees make pre-tax contributions and investment decisions. No specific amount of money is guaranteed at retirement. The benefits available are based on the amount contributed and are also affected by income, expenses, gains and losses. Deferred Compensation/457(b) Plan – The 457(b) plan, administered by Lincoln Financial, is an optional retirement plan. Contributions to this plan are made entirely by the employee. Both pre-tax and post-tax (Roth) options are available.
- EMPLOYEE ASSISTANCE PROGRAM: The City provides free, confidential counseling, assessment, and referral services to help employees deal with personal matters. The Employee Assistance Program (EAP) is also available for family members who are eligible health insurance plan dependents.
- LONG-TERM DISABILITY PROGRAM: The City's Income Protection Plan provides long-term disability benefits for both on and off the job injuries or illnesses. Coverage for off the job injuries or illnesses is provided after one year of employment with the city.
- PAID LEAVE: Vacation (16 – 23 days accrued annually; accrual rate based on years of service), Sick Leave (13 days accrued annually; unlimited accrual), Paid Parental Leave (up to 8 weeks in rolling 12-month period for eligible employees) to care for newborn/newly adopted/newly placed child or family member, Holidays (11 holidays observed each year), Jury duty, bereavement leave, military leave.
