Certified Construction Reviewer (CCR)

About the role

We are seeking a certified construction reviewer (CCR) in Dover, DE. The CCR will perform tasks to verify compliance with standard codes and ordinances, zoning regulations, as well as contract plans, specifications, and special provisions.

Responsibilities

• Attend project pre-construction meetings to align developers, contractors, and agencies on approved plans.
• Conduct mandatory weekly visual inspections of construction activities, perimeter controls, and stormwater management practices.
• Author comprehensive Construction Site Stormwater Management (CSSWM) reports via digital field software.
• Complete detailed BMP Construction Checklists during stormwater management facility installations.
• Perform vegetative evaluations to verify permanent ground cover achieves mandatory 70% uniform perennial density required by DNREC.
• Collaborate directly with the supervising PE, contractor, and delegated agencies to address field revisions and corrective actions.
• Familiarity with Sediment and Stormwater Management Plans and grading plans.
• Experience: 0 – 3 years in the field or in trade-related training in a design, construction inspection, construction materials engineering/testing, or other construction related field.
• Familiarity with DNREC Erosion & Sediment Control Handbook, including the ESC details.
• Familiarity with Delaware Sediment & Stormwater Management Regulations.
• DNREC Certified Construction Reviewer (CCR) certification.
• DNREC Contractor Training Program (Blue Card).

Requirements

• High school diploma or equivalent.
• Associate degree or equivalent to include courses in related work type preferred.
• Candidates must possess a minimum of one (1) year of experience as a Certified Construction Reviewer (CCR) and maintain a valid Delaware CCR certification.

Qualifications

• Experience: 0 – 3 years in the field or in trade-related training in a design, construction inspection, construction materials engineering/testing, or other construction related field.
• Familiarity with DNREC Erosion & Sediment Control Handbook, including the ESC details.
• Familiarity with Delaware Sediment & Stormwater Management Regulations.
• DNREC Certified Construction Reviewer (CCR) certification.
• DNREC Contractor Training Program (Blue Card).
