Center for Health Statistics Business Analyst

About the role

The Center for Health Statistics (CHS) Deputy Director supervises the Business Analyst III (BA III). This position performs highly advanced business and technical analysis, testing work involving all information systems used by CHS. The BA III interacts with contract and IT staff, project managers, operations, and internal and external stakeholders.

Responsibilities

• Evaluates existing business processes and data workflows to streamline systems and procedures and identify opportunities for improvement.
• Collaborates with teams across the CHS to create and maintain reports and dashboards that monitor program metrics.
• Serves as a liaison between contractors and program staff.
• Writes business and technical requirements for the program; creates and oversees the annual THCIC Cybersecurity Report; documents methods and procedures used in program development; coordinates with outside vendors and contractors to complete projects.
• Reviews, analyzes, and updates technical specifications located in the Technical Specification Manuals (TSM’s) to develop program applications and/or provide technical assistance to other program staff.
• Maintains a positive relationship with internal and external stakeholders.
• Serves as a moderator for the quarterly Data Collection Workgroup (DCW) external meeting.

Requirements

This position requires a Bachelor's degree in Computer Science, Information Systems, or a related field, and 5 years of relevant experience, or an equivalent combination of education and experience. Knowledge of Business Analysis and Technical Analysis of information systems, testing methodologies and strategies of information systems, and principles and practices of systems analysis, work simplification, and documentation of information systems is required. Knowledge of programming and software development is preferred. Knowledge of the use of automated information systems, computer software and hardware, state statutes and HHSC, DIR, DSHS and THCIC policies and procedures applicable to the areas of responsibility, and healthcare data systems is also required.

Qualifications

Experience in managing customer relations and delivering project outcomes, experience in disseminating data to a wide variety of audiences, technical and data management experience, experience with health and human services programs and functions, and registrations, licenses, certifications such as Project Management Professional (PMP) certification or Certified Texas Contract Manager (CTCM) certification are preferred.
