About the role

The Federal Compliance Administrator plays a vital operational and oversight role within the DOE Weatherization Assistance Program (WAP). Working closely with the WAP Program Manager, program staff, contractors, and community stakeholders, this position ensures federal funds are deployed effectively, compliantly, and transparently.

Responsibilities

• Subgrantee Oversight & Performance: Assist in managing non-profit subgrantees delivering on-the-ground WAP services. Evaluate agency financial health, analyze financial statements, identify risks, and recommend stabilization strategies to the Program Manager.
• Technical Assistance & Compliance: Provide guidance on complex federal regulations, program guidelines, and policies. Conduct desktop compliance reviews, on-site monitoring, and train new staff on standardized review checklists and compliance protocols.
• Financial & Cost Accounting: Support weatherization job cost accounting, program support cost accounting, grant cost allocation, budgeting, and invoicing processes.
• Policy & Operations: Assist the Program Manager in policy drafting, contractor management, event planning, communications, and community outreach.

Minimum Qualifications

• Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
• Experience: Seven years of experience evaluating the risk involved in granting single family, multifamily and commercial loans, government assistance programs, and/or construction management.
• Substitution: Candidates may substitute the possession of a Bachelor's degree from an accredited college or university in Business Administration, Architecture, Construction Management, Finance, Economics, Real Estate, Architecture or any other related field and three years of experience evaluating the risk involved in granting single family, multifamily and commercial loans, government assistance programs, and/or construction management for the required experience.
• Substitution: Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in loan specialist classification, loan specialist specialty codes in the loan specialist field of work, or as a commissioned officer in business and industry classification or business and industry specialty codes in the housing management field of work on a year-for-year basis for the required experience.

Desired or Preferred Qualifications

• Experience interpreting and applying state or federal regulations, grant requirements, policies, or compliance standards.
• Experience conducting compliance reviews, monitoring activities, audits, risk assessments, or quality assurance reviews for federal or state-funded programs.
• Experience reviewing financial statements, budgets, cost allocation plans, invoices, or other fiscal documentation to assess organizational or program performance.

Pay

This position offers a salary range of $34.43 to $37.27 hourly with the potential for advancement up to $54.29 hourly based on qualifications, equity, and hiring guidelines. Initial salary offers are determined by qualifications, experience, and available budget, and typically do not exceed $37.27 hourly.

Benefits

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or an average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, life insurance, but will be responsible to pay the full premium for these benefits. Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
