About the role
Manage the development and execution of regulatory case filings in each jurisdiction in which Xcel operates, including resource planning, facility certifications or abandonments, restructuring implementation, restructuring compliance, and rulemaking proceedings to achieve results consistent with corporate business objectives. Prepare and sponsor testimony supporting Xcel positions.
Responsibilities
- Manage all aspects of a regulatory case, including evaluation, preparation, processing, and implementation of regulatory case filings for electric, gas, and steam.
- Set out Xcel's positions on specific case issues; perform multiple projects simultaneously.
- Manage and coordinate the preparation of regulatory testimony, exhibits, data requests, filing packages, rulemaking comments, and reports for filing with regulatory commissions; maintain compliance with case schedules.
- Direct interdisciplinary case teams to address case issues and solve problems.
- Advise all levels of management on case progression and recommend alternative strategies for processing cases; identify potential outcomes of a particular strategy for management decision-making.
- Identify and interpret complex issues arising in regulatory proceedings; maintain in-depth knowledge of regulatory laws, rules, policies, procedures, and precedent-setting orders in multiple jurisdictions, as well as regional and national trends in the regulatory arena.
- Initiate and coordinate negotiations when necessary to settle regulatory cases with involved parties.
- Represent the department and Xcel before regulatory agencies, internal and external customers, the legal department, and interveners; present complex information to diverse audiences.
- Prepare and sponsor testimony supporting company positions.
- Other duties as assigned.
Requirements
- BA/BS in Business or related discipline or an equivalent combination of education, training, and experience.
- Minimum of five years of experience in the regulatory field preferred.
- Knowledgeable of existing and emerging competitive regulatory issues.
- Proficiency in PC software such as Excel and Word.
- Periodic overnight travel and extensive overtime required.
Preferred Qualifications
- Project Management experience.
Pay
Anticipated starting base pay: $80,000.00 to $100,000.00 per year.
