JOB SUMMARY

The Career Advisor I - NCP is a pivotal role on the team. Under close supervision, this position serves as the single point of contact for the Program Solutions customers who have been referred to the Non-Custodial Parent (NCP) program; provides career counseling and ongoing case management to individual workforce system customers.

ESSENTIAL FUNCTIONS

  • Attends court hearings to enroll eligible participants within Nueces and surrounding counties in the NCP Choices Program. Reliable transportation required.
  • Provides orientation of workforce services to referred and court ordered customers.
  • Completes assessments to reflect customers’ skills, abilities and deficiencies.
  • Interprets assessment results to develop an Individual Employment Plan; ensures plan includes necessary goals to achieve customer’s career objectives.
  • Completes data entry and opens all necessary components in COLTS and WIT upon completing orientation and initial assessment within 72 hours.
  • Provides job search assistance, job development, training information, job readiness skills, work experience, counseling and support services to the customer to become self-sufficient.
  • Terminates supportive services timely as required.
  • Tracks hours of participation, services, employment, wages, and court order compliance in a timely and accurate manner in COLTS and WIT.
  • Verifies and documents retention each month for six months, and reports participation in COLTS and Court.
  • Timely and accurate data entry of all program requirements and employment gain in Performance Data.
  • Re-engages NCP for non-compliance of program requirements.
  • Communicates and reports participation of NCP Choices customers to Court Judge and Office of the Attorney General (OAG).
  • Reports and testifies in court customers’ compliance.
  • Participates in monthly NCP Choices staff meetings with Board, Court Judges and OAG staff to identify program enhancements and provide progress updates.
  • Complies with all WD Letters and TWC issuances relating to the NCP Choices Program.
  • Maintains quality case files in appropriate case file order and with all filing up-to-date and readily available for audit.
  • Ensures that case files meet/exceed all local, state, and federal quality assurance requirements.

KNOWLEDGE / SKILLS / ABILITIES

  • Knowledge of workforce development, economic development, and project management.
  • Knowledge of effective conflict resolution practices, or individual case management and career counseling.
  • Knowledge of word processing, spreadsheet, technology, and computer skills.
  • Exceptional customer service and interpersonal skills.
  • Able to work with diverse customers with unique needs and communication styles.
  • Can effectively handle or resolve stressful or challenging situations with difficult customers.
  • Sensitive to customer needs and feelings and demonstrates concern for others.
  • Excellent case management, analytical and critical thinking skills.
  • Excellent verbal and written communication skills.
  • Ability to develop and maintain effective working relationships with management, coworkers, Board staff, and the public.

EDUCATION AND EXPERIENCE

  • High School Diploma or GED required, and 3 years work related experience in human services.
  • Associates or undergraduate degree preferred.
  • Previous related workforce experience in the field of human services, strongly preferred.
  • Valid driver’s license and proof of insurance with good driving record.
  • Bilingual in English and Spanish strongly preferred.

PHYSICAL DEMANDS AND WORKING CONDITIONS

  • Physical requirements include lifting to 10 pounds occasionally. Subject to standing, sitting, bending, and walking to perform job scope. Requires visual acuity, speech, and hearing.
  • Working conditions are primarily in an office environment. Occasional driving and travel may be required. Flexible hours may be required.
