About the role

ICF is currently seeking a Care Administrator to serve as part of a team of clinical and other subject matter experts supporting ACF's mission to foster health and well-being through effective, accountable, and compassionate human services. This project is part of our Prevention of Sexual Abuse project that conducts compliance audits and technical assistance for the Office of Refugee Resettlement provider community. This team's mission is to ensure clinical, behavioral health, disability-related, and psychosocial risk factors are identified and addressed, and that system-wide practices, policies, and provider operations promote safe, trauma-informed, and compliant care environments working in concert to prevent sexual abuse, sexual harassment, and other forms of child abuse and neglect. This is for a six-month duration with the opportunity for extension beyond the initial term, subject to project needs, funding, and organizational requirements. The Care Administrator's alignment to this mission is providing centralized coordination, oversight, and accountability across all clinical and programmatic functions to ensure that services are delivered in a consistent, compliant, and strategically aligned manner that supports the prevention of sexual abuse, neglect, and unsafe conditions. This position is full-time with on-call/after hours availability.

Responsibilities

  • Serve as the single point of contact for the client, ensuring clear, timely, and coordinated communication across all functional areas.
  • Provide overall program management, including planning, coordination, and execution of all assignments and deliverables.
  • Coordinate deployment of SMEs and clinical staff, ensuring appropriate resource allocation to meet project needs.
  • Oversee quality assurance and quality control processes to ensure all work products meet contractual, regulatory, and PSA requirements.
  • Monitor program performance, identify risks, and implement corrective actions to ensure compliance and service quality.
  • Maintain a comprehensive, "big picture" view of all program activities, ensuring alignment across clinical, inspection, training, and technical assistance functions.
  • Coordinate across multidisciplinary teams to ensure integrated service delivery and consistent application of standards.
  • Develop and maintain program management tools, schedules, and reporting mechanisms.
  • Lead internal and external briefings, status updates, and performance reviews.
  • Ensure all activities align with ORR policies, statutory requirements, and prevention-focused objectives.
  • Identify and recommend strategies to streamline workflow, improve practices, and create efficiencies and enhanced quality.

Basic Qualifications

  • Master's degree in public administration, social services, health, education, nursing, or related field.
  • Minimum of 5 years' experience managing complex federal programs, including multidisciplinary teams.
  • Demonstrated expertise in program oversight, quality assurance, and performance management.
  • Minimum of 7 years' experience managing teams in a congregate care environment.
  • Strong leadership, organizational, and communication skills with the ability to manage competing priorities.
  • Must be able to obtain and maintain a Public Trust Clearance.

Preferred Skills

  • Knowledge of migrant/refugee issues, particularly related to children.
  • Experience working for a refugee program.
  • Prior work experience in a consulting environment.

Pay

$108,476.00 - $184,409.00 Nationwide Remote Office (US99)
