About the role
St. Michael’s is hiring a Capture & Proposal Manager to support growth across the Department of Defense (DoD), Department of Homeland Security (DHS), and Intelligence Community (IC).
Responsibilities
- Support opportunity pursuits from qualification through award by conducting opportunity assessments, developing and executing capture plans, supporting Bid/No-Bid decisions, researching customer missions and acquisition strategies, and contributing to win strategies, discriminators, and competitive positioning.
- Lead and manage Federal Government proposal efforts in accordance with Shipley-based and St. Michael's proposal processes, including proposal planning, compliance management, content development, color team reviews, production, and submission.
- Facilitate solution development activities with business development leaders, operational managers, subject matter experts, and teaming partners to create technical, management, staffing, and transition approaches.
- Develop and maintain AI-enabled proposal operations by leveraging large language models, proposal libraries, past performances, project reports, Statements of Work (SOWs), Performance Work Statements (PWSs), and other corporate knowledge assets to improve proposal quality, consistency, efficiency, and organizational learning.
Requirements
- Bachelor’s Degree
- 4+ years of experience supporting Federal Government capture, proposal management, proposal writing, and related growth activities
- Demonstrated ability to develop and edit proposal content, including past performance, management approaches, staffing plans, transition plans, resumes, executive summaries, and technical sections
- Experience using generative AI and large language model tools to support proposal development, content generation, editing, and research
- Experience developing and executing capture plans, including customer engagement and teaming partner identification, evaluation, and engagement
- Experience analyzing solicitations, draft requirements, market research notices, Requests for Information (RFIs), and Sources Sought Notices to assess opportunity fit and competitive positioning
- Excellent writing, editing, facilitation, organization, and deadline-management skills
- Strong command of MS Office suite (Word, Excel, PowerPoint) and Adobe Acrobat Pro
- Shipley or similar experience, training and/or certification
- Attention to detail and ability to keep track of multiple project workstreams and deliverables while meeting complex proposal requirements

Pay
As required by applicable law, St. Michael’s Inc. provides reasonable pay ranges for positions based on labor market conditions in locations where compensation transparency is required. The base pay range for this position is $145,000 to $155,000. Final compensation may vary depending on geographic location, relevant skills, experience, and other job-related factors.
