CAPPS Financials General Ledger Analyst

Job Summary

Serve as a key analyst within the Fiscal Management Statewide Fiscal Systems team, supporting the Centralized Accounting and Payroll/Personnel System (CAPPS) Program. Configure, support, and maintain CAPPS Financials, HR/Payroll, STARR, and associated ancillary systems. Perform extensive system configuration changes and ensure system integrity. Apply knowledge of State of Texas fiscal policies and ensure compliance in system operations. Utilize technical skillsets including App Designer, Integration Broker, SQR/SQL, BI Publisher, SAP Business Objects, and related tools. Oversee and support batch jobs (e.g., Run My Jobs/RMJ) and apply security best practices, including NIST standards, for a statewide ERP environment. Provide support and oversight for a large network (30+ agencies) of Texas state government entities. Develop and manage strategic roadmaps, combining planning, functional insight, and cross-functional communication. Utilize support tools such as PUM, Fluid, and Elastic Search to resolve issues and support enhancements. Conduct functional project management activities for the CAPPS program. Deliver Tier 2 Service Desk Support and coordinate with Managed Services vendors for Tier 3 escalation. Support and manage Priority 1 and 2 incidents, following Major Incident Management (MIM) protocols. Participate in disaster recovery exercises and ensure system resiliency. Prepare and present executive-level presentations and reports. Gather and present data for audits and open records requests. Interpret contractual language and integrate requirements into workflows, ensuring vendor accountability. Prepare materials compliant with WCAG 2.1 accessibility standards. Support CAPPS Financials tower in PeopleSoft FSCM version 9.2, particularly in the General Ledger/Commitment Control module. Develop requirements, analyze, design, test, and implement components for statewide systems (CAPPS, TINS, SPA, USAS). Plan and coordinate the Fiscal Year Process at the statewide level. Apply ITIL principles for IT service management and asset management.

Requirements

  • Experience with CPA's legacy Statewide Financial Systems and PeopleSoft modules such as Asset Management, Accounts Payable, Purchasing/eProcurement, Accounts Receivable/Billing, Inventory, Strategic Sourcing, Travel & Expense, Cash Receipts, and Project Costing.
  • Ability to remain adaptable to learn and integrate new systems (e.g., CGI Advantage) as required.

Preferred

  • Experience with PeopleSoft FSCM version 9.2, particularly in the General Ledger/Commitment Control module.
  • Experience developing requirements, analyzing, designing, testing, and implementing components for statewide systems (CAPPS, TINS, SPA, USAS).
  • Experience planning and coordinating the Fiscal Year Process at the statewide level.
  • Experience applying ITIL principles for IT service management and asset management.
