Job Summary
Serve as a member of the Fiscal Management Statewide Fiscal Systems team supporting the Centralized Accounting and Payroll/Personnel System (CAPPS) Program. Provide functional and technical support for CAPPS Financials, particularly the Accounts Receivable/Billing module, and other related statewide systems (HR/Payroll, STARR, ancillary systems).
Responsibilities
- Perform extensive system configuration changes and support system upgrades and integrations, including new platforms such as CGI Advantage.
- Apply deep knowledge of State of Texas policies and public sector operations to ensure compliance and effective system use.
- Utilize advanced technical skills with App Designer, Integration Broker, SQR/SQL, BI Publisher, SAP Business Objects, and other support tools (PUM, Fluid, Elastic Search).
- Manage and provide oversight for batch jobs (e.g., Run My Jobs), and ensure adherence to security best practices including NIST standards and multi-tenancy for statewide ERP.
- Support and provide Tier 2 Service Desk assistance for a large network of Texas state agencies, collaborating with Managed Services vendors for Tier 3 support.

- Support and participate in project management activities, including development of strategic roadmaps, planning, and cross-functional communication.
- Prepare and deliver executive-level presentations and WCAG 2.1-compliant materials.
- Develop, analyze, test, and implement requirements for multiple statewide systems (CAPPS, TINS, SPA, USAS).
- Plan and coordinate annual Fiscal Year processes at a statewide level.
- Compile and present data for audits and open records requests.
- Interpret contractual language, integrate requirements into daily workflows, and ensure vendor compliance.
- Support additional PeopleSoft FSCM modules such as General Ledger, Commitment Control, Asset Management, Cash Receipts, and (preferably) Accounts Payable, Purchasing/eProcurement, Inventory, Strategic Sourcing, Travel & Expense, and Project Costing.
- Apply ITIL principles for IT service management and IT asset management.
Requirements
- Maintain adaptability to learn and support new systems and platforms as needed.
Qualifications
- Bachelor's degree in Computer Science, Information Technology, or a related field.
- Minimum of 5 years of experience in financial systems administration, preferably in a public sector environment.
- Experience with PeopleSoft Financials, specifically the Accounts Receivable/Billing module.
- Advanced proficiency with App Designer, Integration Broker, SQR/SQL, BI Publisher, SAP Business Objects, and other support tools (PUM, Fluid, Elastic Search).
- Experience with batch job management and system security best practices.
- Strong understanding of State of Texas policies and public sector operations.
- Excellent problem-solving and analytical skills.
- Ability to work independently and collaboratively in a fast-paced environment.
- Proficiency in Microsoft Office Suite, including Word, Excel, and PowerPoint.

Pay
- $60,000 - $70,000 annually.
