About the role
OSCQ Strategy & Transformation is seeking a Project Manager to lead multiple LADS projects. The candidate will oversee and manage the lifecycle (from inception to completion) and operational aspects of the projects, liaise between project management and planning, project team, and cross-functional management.
Responsibilities
- Direct all phases of project management including procurement, initiation, planning, execution, monitoring, controlling and closeout phases of the project.
- Key focus areas include scope, budget, schedule, quality and risk management.
- Empowerment, communication, setting expectations, collaboration with Integrated Project Team (IPT) leads and setting up Work Breakdown Structure (WBS).
- Provides leadership to cross-functional IPTs consisting of Operations, Engineering, Procurement, Finance, Project Delivery, Facilities, Security, and Program Leadership, ensuring successful execution of all commitments.
- Coordinates meetings, reporting cadence and demonstrates leadership ensuring stakeholders engagement to complete their assigned tasks.
- Establishes and maintains key project metrics, defines milestones, critical path and monitors adherence to project budget and schedule.
- Cost Account Manager (CAM) for Project Management IPT and other IPTs, as needed.
- Maintains budget; Estimate at Complete (EAC) development, analysis, presentation and compliance to Capital financial reporting requirements.
- Leads Risk & Opportunity Management Board and develops mitigation plans.
- Leads root cause analyses into cost/schedule performance anomalies.
- Collaborates across functional groups, Raytheon Business Units and subcontractors to ensure project success.
- Ensures that functional resources, tools, and processes are utilized in a consistent way.
- Establishes and maintains strong and purposeful relationships with customer, subcontractors and cross-functional teams.
Qualifications
- A University Degree or equivalent experience and minimum 8 years prior relevant experience, or an Advanced Degree in a related field and minimum 5 years experience.
- Active and transferable U.S. government issued DoD Secret security clearance is required prior to start date. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.
- Experience working in classified spaces or understanding of security guidelines.
- Experience with business and project management tools and procedures.
- Control Account or Budget Management Experience.
Preferred Qualifications
- Experience collaborating with or supporting Test Equipment Engineering, including coordination of requirements, schedules, and integration activities.
- Excellent verbal and written communication skills with experience presenting project status, risks, and mitigation plans across all major stakeholders including Raytheon senior leadership team, customers, and major subcontractors.
- Excellent analytical and quantitative skills.
- Demonstrated experience managing and overseeing project management tools such as R/O Management, and Cost and Schedule Management.
- Demonstrated understanding of the Annual Operating Plan and Estimate at Complete (EAC) processes or related process experience.
- Program Leadership Certification.
- Experience leading engineering focused IPTs.
- Experience with facilities related projects.
- Cost Account Manager Experience.
- Knowledge of Capital Process.
- Familiarity with Supply Chain Management processes.
