About the role

Broadleaf LLC is actively seeking a Capital Planning and Investment Control (CPIC) analyst to support our customer, Agricultural Research Service (ARS), in maturing and maintaining CPIC processes across the agency.

Responsibilities

  • Assist with developing and implementing a structured, integrated approach to managing IT investments and ensure that all IT investments align with the USDA mission and support business needs while minimizing risks and maximizing returns throughout the investment's lifecycle.
  • Assist in developing, maturing, and assisting in ad-hoc, quarterly and annual investment reviews.
  • Assist in developing and delivering training on the CPIC processes and develop guidance documentation to assist stakeholders in understanding and carrying out their roles related to IT-enabled business investments and the ARS Governance Framework.
  • Support and participate in the project gate reviews from a CPIC perspective; complete regular CPIC and budget-related ad hoc reports; and participate in the development of task deliverables -- ensuring they are quality controlled.

Requirements

  • Bachelor's degree in information management, business administration, or related disciplines, or equivalent experience.
  • Five years of experience providing capital planning and investment control support.
  • Strong understanding of CPIC concepts and requirements and experience providing CPIC Support for major and non-major investments and providing support and subject matter expertise for the CPIC Select, Control, and Evaluate phases.
  • Ability to collaborate with internal stakeholders.
  • Experience with Financial analysis, budgeting, and working with diverse stakeholders.
  • MS Office — Word, PowerPoint, Excel.
  • SharePoint knowledge.
  • Familiarity using CPIC related investment tools.
  • Must have experience providing CPIC support to a federal agency.
  • Knowledge of managing IT Investment portfolio(s).
  • Knowledge in responding to questions regarding CPIC, federal, and agency policies.
  • Strong communication skills, both written and spoken.
  • Able to support data calls, perform related analysis, and develop PowerPoint presentations.

Skills

Preferred qualifications:

  • Experience supporting USDA.
  • Experience with process mapping and business case development.
  • Experience using ServiceNow.
