Nature of Work

This position serves as the Capital Programs Coordinator and Team Leader for the Maryland Department of Transportation State Highway Administration (MDOT SHA), Office of Traffic and Safety (OOTS), Contracts and Finance Division. The position manages and directs the planning, programming, fiscal oversight, and engineering coordination of OOTS-administered statewide capital transportation safety programs. The position functions as the engineering and fiscal program manager and fund steward for Fund 85 and other designated capital funds supporting traffic safety and operational improvements statewide.

  • Ensuring compliance with federal and State requirements
  • Advising executive leadership on program priorities and performance

Qualifications

  • Minimum Qualifications: Possession of a bachelor's degree in engineering from an accredited college or university; seven (7) years of experience in professional engineering.
  • Selective Qualifications: Three (3) years of the experience in managing or coordinating capital transportation programs and overseeing budget development, budgets and/or funding allocation.

Preferred Qualifications

  • Experience managing capital transportation programs, including planning, programming, and budget oversight
  • Experience managing large budgets, funding allocations, or capital funds (preferably $10 million or greater)
  • Experience working with federal and State funding requirements, including compliance and eligibility determinations
  • Experience developing funding strategies, fiscal forecasts, or financial reconciliation for capital programs
  • Experience coordinating with multiple stakeholders, including executive leadership, district offices, and finance units
  • Experience supervising professional, engineering, or administrative staff
  • Experience developing policies, procedures, or standard operating procedures (SOPs)
  • Experience presenting technical or financial information to executive leadership
  • Experience using financial management or project tracking systems

Notes

  • Additional work experience in professional engineering, or in technical engineering at the journey level or above, may be substituted on a year for year basis for the required education.
  • Possession of a master's degree in engineering may be substituted for one year of the non-supervisory experience.
  • Persons currently registered as Professional Engineers in the State of Maryland, or in a state with comparable requirements, are considered to have met the education requirements.
  • Licenses & Certifications: Candidate must possess a motor vehicle operator's license valid in the state of Maryland.
